چکیده
آسیب‌پذیری اقتصادی درجه تأثیرپذیری کشورها از شوک‌ها و منحرف شدن از مسیر رشد و توسعه را نمایش می‌دهد و در طرف مقابل تاب‌آوری اقتصادی درجه و توانایی بازیابی مسیر رشد و توسعه را. بنابراین این دو عامل در کنار یکدیگر سطح رفاهی کشور را تعیین می‌کنند. از آنجا که بهره‌وری عوامل تولید مهم‌ترین عامل در تعیین سطح رفاهی کشورها می‌باشد این اهمیت می‌یابد که اثرپذیری بهره‌وری کشورها از درجه آسیب‌پذیری و تاب‌آوری مورد واکاوی قرار گیرد. بنابراین در مطالعه حاضر با استفاده از روش GMM برای دوره زمانی 2014-2005 و برای 18 کشور نفتی تأثیرپذیری بهره‌وری نیروی کار از تاب‌آوری اقتصادی و آسیب‌پذیری اقتصادی مورد توجه قرار داده شده است.
نتایج مطالعه برنقش مثبت و تعیین‌کننده تاب‌آوری و نقش منفی و مخرب آسیب‌پذیری در ارتقاء بهره‌وری نیروی کار تأکید دارد. کشورهای نفتی که از سطح پایین بهره‌وری رنج می‌برند، به خصوص ایران، باید بسیار روی کاهش آسیب‌پذیری و افزایش تاب‌آوری خویش تمرکز نمایند. برای کاهش آسیب‌پذیری باید از سمت اقتصاد تک محصولی به سمت تنوع صادراتی حرکت نمود و وابستگی به کالاهای استراتژیک را کاهش داد. برای ارتقاء تاب‌آوری نیز باید بر ثبات اقتصاد کلان، بهبود کیفیت نهادها، اصلاح ساختار بازارها و بهبود سرمایه انسانی تمرکز داشت. پرواضح است که این مهم بسیار سخت و دشوار خواهد بود اما عدم دستیابی به آن، تجربیات تلخ سال‌های کاهش درآمدهای نفتی به خصوص سال‌های تحریم را تکرار خواهد کرد.
