تقاضای سوداگری در بازار زمین و مسکن نقش اساسی درافزایش قیمت زمین و مسکن دارد و باعث انحراف و هجوم سرمایه به بخش مسکن با هدف کسب سود می¬شود. دولت‌ با وضع مالیات در رانت زمین و بازدهی مسکن به دنبال کنترل سوداگری، تخصیص بهینه منابع زمین و مسکن شهری و کسب درآمد به‌منظور ایجاد زیرساخت‌های شهری است. در این پژوهش، وضع مالیات بهینه بر بازدهی سرمایه مسکن در چارچوب یک الگوی بهینه¬یابی پویا در ایران تحلیل شده است. سپس، کالیبره کردن و تحلیل حساسیت متغیرهای کلان الگو نسبت به تغییر نرخ مالیات بر بازدهی سرمایه مسکن صورت گرفته است. در نهایت، با استفاده از نرم¬افزار GAMS مسیر بهینه متغیرهای کلان الگو در سناریوهای مختلف در دوره (1420-1395) شبیه¬سازی شده است. نتایج حاصل از تحلیل حساسیت متغیرهای کلان الگو در وضعیت یکنواخت، بیانگر این است که با افزایش نرخ مالیات بر بازدهی سرمایه مسکن از صفر تا 25 درصد و کاهش نرخ مالیات بر بازدهی سرمایه کسب و کار از 25 درصد به صفر، سطح سرمایه سرانه کسب و کار، تولید سرانه و مصرف سرانه را به ترتیب 62/50 درصد، 47/13 درصد و 27/25 درصد افزایش و سطح سرمایه سرانه مسکن را 5/31 درصد کاهش داده است. همچنین، نتایج حاصل از شبیه سازی بیانگر این است که اعمال مالیات بر بازدهی سرمایه مسکن با نرخ 4 درصد در مقایسه با وضعیت کنونی اقتصاد، باعث انتقال مسیر بهینه سرمایه سرانه کسب و کار و تولید سرانه به سمت بالا و انتقال سرمایه سرانه مسکن به سمت پایین در طول دوره انتقالی در بلندمدت شده است.
