Today, due to the conditions of globalization, branding of cities is very important due to the tourism potential and most areas with planning in this area try to further economic development and deprivation through tourism. In this study, the research strategy is deductive and its purpose will be practical. The required data and information are from library resources and survey (questionnaire and interview) of experts. The meta-swat technique is based on an inside-out approach and a resource-based perspective and provides competitiveness to cities and regions. The city of Kermanshah has high capabilities to attract tourism in order to be urban, regional and global competitiveness. The findings of this study show that among the capabilities and capabilities of Kermanshah, the existence of historical and cultural monuments such as, Taq-e Bostan, pillars, historic houses, museums, etc., the role of the center of handicrafts, cultural similarities with people living in Iraq and Turkey, culture, Beliefs and customs as tourism potentials of Kermanshah have four characteristics (VIRO) and in fact, this feature is the most strategic fit with macro variables affecting tourist attraction and urban competitiveness through tourism in the city of Kermanshah. Among the major influential variables of the Corona pandemic, the existence of sanctions against Iran, climate change and natural disasters and lack of funding, have the greatest impact on the urban competitiveness of Kermanshah. According to the sources and macro variables, a strategic fit map was drawn and appropriate solutions were provided.

The urban land management is an l part of the urban management. In some countries such as Iran, there is no integrated urban land management and providing municipal services is assigned to nationwide organisations. This means urban management is offered by the municipality or subsidiaries of the aforementioned organisations such dispersion has occurred during serval decades. It is considered as the roots of organizatinal inefficiencies ( offocial and financial corruption is regarded as basic reasin for many crimes) and the origin or many conflicts between people and organizations(judicial) To do so, it follows an applied analytical descriptive approach. To analyse the data, mathematical and statistical methods were applied using Excel and SPSS.  Moreover, the GIS was used for visualisation and adaptive analysis. The study concluded that lack of clear visions and consequently uncoordinated organisations and their policies, isolated and vertical decision-making, and unmanaged intervention without the required organisational capacities are the critical reasons for inefficient urban land management.

A city is a vibrant, dynamic, and evolving phenomenon that grows and spreads over time and space, and is exhausted and degraded. It also faces crises such as natural hazards and artifacts, resulting from human relationships and physical elements, on the one hand, and social, economic, cultural, geographical, political, and historical conditions on the other. The deteriorated urban fabric, which has physical, functional and operational deterioration, are resistant to the above-mentioned crises and has low vulnerability. Therefore, the need of intervening in these fabrics is crucial for balancing, coordinating the foundations of social life, and improving the urban structure. In this regard, in this research, priority is given to the dimension of resilient deteriorated urban fabric based on a disaster resilience of place model which is one of the models of urban resilience measurement. This research is a descriptive-analytical according to method and is developmental-applied research in terms of the purpose. Also, Expert Choice software and AHP model are used to analyze the collected data by using a questionnaire. The results of the research indicate that, in three macro areas of Karaj, Hesarak and Mehrshahr, the physical-environmental resilience dimension has the highest weight and organizational-institutional resilience has the least weight. Overall, regarding prioritization of resilience dimensions, criteria and indicators, an increasing per capita of vital use in study areas, changing the economic structure of residents, as well as increasing the skill and coherence of citizens to deal with hazards and crises are important.

Urban land utilize planning, for optimal use of existing facilities and urban spaces is one of the main cores of urban planning, which is usually defined as a multi-objective issue. In line with the absence of specific categorization, system for land use in Iran the use of metaheuristic algorithm and artificial intelligence is required. One of the algorithms that introduced and used in recent years are the optimization algorithm (BBO) based on biogeography. Current research is from practical research group and type of descriptive-analytic research, the data analysis method would be write and execute in MATLAB software by using biogeography algorithm. The purpose, after identifying most effective variable, will be to improve the present status of the system's distribution use indicators and their adjacency in the county surface. For comparing the results of current research, in terms of desired area needed uses with development plan of Semnan County, each dimension of (GIS) layer should be provide.overlapping of the layers would be compare with development design.

Today, the concept of competition has spread in the world in such a way that all countries and governments at the national, regional or local levels are looking for a way to expand and improve economic conditions in favor of investments to stimulate competitiveness. The study of regional development strategies is defined through more competitiveness in the field of capitalist relations and there is less indication of sustainable development concept. On the other hand, due to the complex relationship between environmental, social and economic systems, with the introduction of the concept of competitiveness in the development process, regardless of other subsystems, the field of environmental and social damage in urban and regional systems has arisen and consequences Such as uneven development, increasing social disparities and inequalities and environmental pollution, increasing energy consumption, traffic and other social, cultural and environmental issues; In a way that many metropolises of the world and even Iran are involved with these issues now.
In this research, due to the nature of the research, library methods have been used to review the theoretical literature related to the research and to identify indicators related to spatial analysis, content analysis methods have been used. In this regard, first, the activities with competitive advantage in Arak District have been analyzed, spatially using the indexing method and the position of cities has been determined based on the ability to compete in activities with competitive advantage. Then, according to the outlined landscape for Arak District, strategies, policies and spatial rules for use in the region have been written.
