Abstract

Introduction
Housing has been one of the most essential needs of human life for a long time and it is one of the most important symbols of civilization and culture. Providing a shelter which is safe and secure is everyone’s ambition and to reach to this aim, human beings have used many different methods and technologies to improve the quality and quantity of housing. Through time passage and change of structure and function and also through meeting new requirements, if physical texture which is a symbol of biological and cultural way of living could not accommodate with time and place conditions of that society, this problem causes lack of development and as a result, leads to physical chaos. These spatial developments in rural environment, problems and the resulted failures in settlement methods and following that effects of urban environments on spatial-physical texture of villages have caused many changes. Therefore, to reach to the optimal condition in spatial dimension, codification of a comprehensive plan in housing sector requires recognition and analysis in vast dimensions and awareness of quantity status of housing indicators in regional planning process. So, reaching to an optimal condition in housing, as a developmental indicator is essential. This study aims to study rural housing indicators throughout the country in different dimensions (infrastructural and facilities dimension, structural strength and health facilities) and tries to determine their spatial levels; after recognizing the differences between regions, this study provide solutions for improvement of effective factors to blur spatial inequalities.
Methodology
This study is a theoretical-practical study and uses a descriptive-analytical method. For data collection, documentary method has been used.
Data includes the results of general census of population and housing in 1390 according to each province separately. 41 variables are studied in this study and they are classified according to four general indicators. Following that, for giving weight to criteria, 20 experts commented and statistical analysis has been done by using factor analysis model and Fuzzy TOPSIS model. 41 variables are classified according to four main indicators including infrastructure and facilities, structural strength, facilities and heath care facilities).
Discussion and Conclusion
In the process of determining spatial level, recognizing and analyzing the facilities, obstacles, it is important to determine the development level of the regions regarding the level of satiation and deprivation. Basically, to reach development, determining spatial level is considered as a fundamental change and its realization is related to coordination between different dimensions. Because the studied issue is very important, this study considers the related indicators using Fuzzy TOPSIS model and factor analysis method; according to the studies and calculations it is proven that rural residents in Iran’s provinces have a type of inequality. In other words, spatial distribution is not equal in all residents; because in rural regions of the following provinces are at the highest level of satiation: Mazandaran (0.460), Isfahan (0.464), Alborz (0.455) and Tehran (0.449); rural regions of the following provinces are at lower level of satiation regarding the rural housing indicators: Sistan and Baluchestan (0.265), South Khorasan (0.267), Hormozgan (0.267) and Kerman (0.270). Therefore, codification of a comprehensive plan for housing, especially rural housing, requires complete recognition and deep analysis in vast dimensions about housing and factors that affect it. It should be said that although these indicators are key elements in determining the quality and quantity of housing and each indicator has a special position in housing planning system, but existence of each indicator is not the necessary condition for improving the quantity level of housing. So in discussing about housing quality, sufficient conditions require that all indicators be together. Generally, the status of housing indicators in some provinces create various social and cultural problems in micro and macro level of the society, so precaution and support are the best strategies in this matter. So, for directing future development in these villages toward a sustainable development and putting the existing problems away, it is necessary to implement effective and practical planning to improve housing status in these residents; and less developed regions should be considered more than more developed ones.

Abstract

Introduction
Horticulture is one of the sub sectors of agriculture, which plays an important role in ensuring food security and livelihood of villagers. Horticultural products such as tropical fruits are produced to a significant extent in Iran, and some of these fruits in Iran are originated in Sistan and Baluchestan Province. Due to the climate condition, especially in the southern region, tropical fruits of this region still has the first rank in provision of these products. Mango and banana are the most important products, each of which has a crucial role in the household food basket due to its characteristics. In this study, considering the economic significance of tropical mango and banana products in the villages of Sistan and Baluchestan, the structure, behavior and market performance of these products are identified using the Structure-Conduct-Performance (SCP) model to exploit the maximum economic capacity. The SCP model considers structure, conduct and performance as the three elements of the market that indicates the overall market situation, and the interrelationships between the elements, and their analysis, which helps to improve the market situation. Indeed, appropriate policies and mechanisms both helps maximize the producers’ benefits and satisfy the consumer and other components of the market cycle. Accordingly, this study seeks to answer the question of what is the structure, conduct and performance of the tropical mango and banana fruit market in the villages of Sistan and Baluchestan?

Methodology
In order to reach the answer that the market structure of tropical mango and banana products in Iranian villages follows the SCP model or not, the relationship between the components of this model has been investigated. For this study, the cross-sectional data of the manufacturers of these two products are estimated using a system of simultaneous equations. According to the existing empirical studies on the relationship between market elements as well as the methods used by different researchers, three equations for the variables of structure, behavior and performance has been defined for the system of simultaneous equations. In these MS equations, it is related to market concentration variables such as Herfindahl–Hirschman Index and producer concentration ratio index. In this study, the concentration ratio index is used. R&D refers to behavioral variables such as research and development and advertising, and PF refers to the same performance variables as return on assets and equity. The three variables mentioned are endogenous or dependent variables model. And indicate the type of ownership and age. It refers to the inventory of assets and education, and performance (amount of production / area of cultivation) and income, which have been in the role of exogenous variables of the model and are analyzed by the three-stage least squares method in the system of simultaneous equations.
 
Discussion and conclusion
 The results of model estimation showed that for two mango and banana crops in Sistan and Baluchestan villages, all three components of concentration, research and development and profitability are statistically significant. The results of SCP model coefficients for mango crop show that for concentration, research and development on mango, the number of users in this market increases and the market gets closer to competitive conditions and also profitability has a positive and significant effect on concentration. As the market gets closer to monopoly conditions, the profitability of mango producers increases and as a result the number of producers in the market decreases or the market share is more unfairly distributed among the exploiters. In the R&D equation, concentration has a negative and significant effect on R&D. As the concentration among mango producers increases and the market moves towards monopolies, the motivation of mango producers and villagers to conduct research decreases. However, profitability has a positive and significant effect on research and development activities. This result suggests that as profitability increases, there will be more incentive to spend on research and development. In the profitability case, concentration has a positive and significant effect on it. In other words, with increasing concentration, or moving to the monopoly market, the profitability of products among villagers will increase and research and development also has a positive and significant effect on profitability. As research and development increase, it is expected that the efficiency of mango production and profitability will increase.
The results of estimating SCP coefficients for banana confirm that in the equation of concentration, research and development has a negative and significant effect on concentration. The more research in the field of banana product, the more users in this product, or the market will be closer to competitive conditions. Profitability also has a significant negative effect on concentration, in other words, as the profitability increases, the concentration decreases. When the profitability increases, more producers are encouraged to work in this market among the villagers. As a result, the concentration in the banana market decreases. In the R&D equation, the concentration has a negative effect on R&D because with increasing market concentration, market has shifted to monopoly conditions. As a result, banana producers in rural areas are less motivated to conduct research activities. However, profitability has a positive and significant effect on research and development. The higher the profitability of the firm, the more the manufacturer prefers to increase R&D costs in order to increase income. Since producers and villagers know that with more research and development, they will increase their profitability. Furthermore, research and development has a positive and significant effect on profitability, conducting research activities, more opportunities will be provided to banana producers in rural areas. As a result, the profitability of farmers will be enhanced.

Abstract

Introduction
 Agricultural processing industries are groups in which an agricultural product is transformed to achieve better consumption, better supply and increase economic value. Thus the nature of both primary and secondary products are the same, but compared to the raw material, the final product is totally novel. Establishment of processing and complementary industries has positive and significant effects on strengthening the rural economy, which enhances the level and variety of products and preserves agricultural lands and rural landscape. Among agricultural products, date is one of the most important and strategic horticultural products in Iran. About 17% of the cultivated area and 13% of world date production are in Iran. Also, according to the latest Iranian Customs Office statistics in 2011, the export of dates from Iran raised 17.7 percent compared to 2010 and reached to more than 174 million dollars. Innovation is vital to a civilization. The new era of global development is experiencing an extensive competition based on innovation to access scarce and limited resources, which guarantees the long-term and sustainable growth path of society. Innovation is considered as an idea or attitude related to a product, service, machinery, policy and program that is new and implemented by an organization. Total Innovation Management (TIM) provides the components for the organization, culture, strategy and the relationship between them as well as a model for the relationship between non-technology and technology. The TIM implementation has three transformations. It expands from single to complete innovation, from segregated to integrated innovation, and from focusing merely on the company's internal resources to emphasizing the integration of internal and external resources. Therefore, innovation will not only be the responsibility of some individuals or functions but also an integrated strategic process for adding and creating value and involving all members of the organization at any time and place.

Methodology
This research is descriptive-analytical and using a survey method for data collection. The statistical population of this research is 200 people who are active in the three domains of marketing, packaging and processing of date in the processing and complementary industries in Kerman Province. The sample size was calculated by Cochran's formula and155 people were determined by a simple random sampling. The data collection tool was a researcher-made questionnaire which has 58 items. For the validity of the questionnaire, the opinions of experts were used and for the reliability the Cronbach's alpha was used, which was confirmed (higher than 0.70). In order to analyze the collected data, multiple regression and One-Way variance analysis.

Discussion and conclusion
The aim of this study was to identify the factors affecting the total innovation management in the development of date processing and complementary industries in Kerman Province. Findings confirmed that the relationship between innovation culture and the development of processing and complementary industries of dates is directly significant and innovation strategy has an inverse relationship to the culture of innovation. In other words, the value of strategic innovation decreased, but the culture of innovation increased. In the case of technology management, as the findings showed, the values are positive, i.e. with the rise in technology management variable, the development of processing and complementary industries increases. Also, with the organizational structure variable, the value of “b” related to innovation culture and strategic innovation and technology management decreases. However, organizational structure has increased. The values for the organizational structure variable are positive, i.e. with the rise in the organizational structure variable, the rate of processing and complementary industries of dates improves. It seems that Kerman Province has the necessary conditions and capabilities for date cultivation and expansion of processing and complementary industries of this product. Establishment of complementary industries and date processing in the region can contribute to suitable conditions for economic development of Kerman Province by providing higher efficiency and profit for conventional date production, hence causing more income and higher standard of living for businesses.
