Abstract

Introduction
Rural industrialization has been greatly discussed by researchers in recent studies of rural planning and development. It is due to its positive effects of economic, social and infrastructural factors. Moreover, researches are looking for ways to analyzed approaches to reduce harmful environmental impacts of industrial projects, as destructive life factors of geographical territory, in rural areas. For example, according to Misra and Chyvta (1990); rural industrialization and the prevalence of non-agricultural activities can seriously affect the increase of social welfare and providing essential goods and services for rural households. Experiences by several countries prove the fact that every structural change that happens because of industrialization, not only has an important economic role in rural areas, but also led to self-repulsive economy, as well. In addition to studying positive economic, social and physical aspects, it is needed to do some preparatory studies on negative eco-environmental effects of rural industrialization for proper siting of such industries to reduce its harmful eco-environmental and human effects and improve spatial planning.
In this study, we have used a new approach to investigate rural industrialization and the
establishment of large mining – extractive industries in rural areas. Todays, thanks to villages forming a wide range of local-spatial area of the country, they have rich mineral resources in their geographical territory which their extraction may cause economic-infrastructure effects as well as other negative eco-environmental effects such as the changing use of agricultural land, soil and water pollution, vegetation loss, and landscape change over time. Two main questions of the research are 1) In terms of sustainability, how is the economic, social and environmental status of surrounding villages of Zanjan cement plant? 2) How is the current situation of ecoenvironmental effects of minning- extractive industry of Zanjan cement factory on surrounding rural areas, according to ICOLD,and Prometea techniques.
Methodology
This study is an analytical explanation using library and field study. Field data have been collected by questionnaires after the identification of variables. Then, the required data have been collected in the intended study area. Samples have been managed in two different social levels: 36 people from local experts (Council and village head assistants) using census method for ICOLD matrices, and 295 individuals from the head of the households selected among local people of villages to assess eco-environmental effects of using Prometea multivariate technique in villages by the use of Cochran formula of Alpha= 0.05. The already designed questionnaires have been modified in ICOLD matrices covering several factors of physio-chemical, biological, socio-economic, and cultural infrastructure environments that include 41sub criteria, totally. Collected data have been finally analyzed by ICOLD environmental assessment method and Promote multivariate techniques.
Discussion and conclusion
One of the new challenges facing rural planning when it is getting applied, is the presence of two viewpoints: environmentalism, and rural industrialization. Villages are accumulation points of environmental resources that, according to the theory of Sustainable Development, it is essential to protect them. In addition, we aim at diversifying economic sector by supporting rural industrial projects. Integration of the two approaches needs the evaluation of environmental effects of industrial activities to help moderate the intensity of environmental effects of industrial projects in rural areas. In this research, we are intended to study industrial mining extractive project of Zanjan cement factory, located and operated in a rural district, to analyze its eco-environmental effects on rural areas. Results from ICOLD demonstrates that its eco-environmental effects vary by distance, i.e., the nearer the villages are, the more they will be threatened by these effects, or vice versa.
Results from promote technic confirm the same. Since, villages in disturbed areas within the distance of less than 5 kilometers from the factory or less than 1 kilometer from the communication route to raw stone mining site, show the highest level of eco-environmental instability. These villages include; Majid Abad (rated at 81%), Zarand (rated as 73%) and Mazidabad (rated at 67%), respectively. These villages are close to the factory and to the passage of vehicles carrying raw stone. Much of the physical area of the factory is located in agricultural land of two villages of Majid Abad and Mazidabad. Moreover, wind direction of the area mostly causes much of the pollution from factory dust distributes in other agricultural areas of MajidAbad. Another village which its eco-environment has been recently affected is Zarand, located in a foothill area near to the raw stone mining site. Dust from loading raw stones, noise pollution caused by the breakage of the rock, animals and wildlife breaking out of the area, and destruction of crops and plants are among the major environmental damage in this area. Thus, we suggest to reduce environmental pollution from factories in rural areas by reviewing some ways of factory activities such as transportation of raw materials, methods used for the extraction of raw stones, development of appropriate transport infrastructures, installation of air pollution controlling systems, increase in the plantation of more green spaces within the margins of the factory, good management of wastewater and their disposal system.

Abstract

 
Introduction
The poor management of water demand in Iran has led to increasing demand for this vital source and wasting great amount of this material. Therefore, water resources management has been declared as the most important socio-economic subject, and it is vital to find useful solutions in order to manage this resource sustainably. In this path, despite the location of Ghani Beiglou Rural District near the water-rich-river called Mirjan, the water balance of this area had been violated due to over use and lack of rainfall in the way that some of the villages in this area had no choice unless to get water access rationed. On the other hand, the life of almost 80 percent of villagers depends on agriculture, which is no longer possible due to lack of water. Therefore, shortage in water resources in this territory had caused vital problems such as not using water consumption sufficient policies in the time of crisis, no support of new suitable irrigation methods from the government, decrease in agriproducts efficiency, decrease in employment, investment and income of the agriculture sector. Finally, identifying the factors and solutions in water resource management could be an effective step for improving the water resource management in agricultural sector in this region. Therefore, purpose of present study is to analyze and assess rural sustainable water management in Ghani Beiglou Rural District. 
 
Reseach Methods
This study has applied purpose, and it is descriptive-analytical in nature. Data have been gathered by library and field methods. Statistical population is rural farmer families in Ghani Beiglou villages in Zanjan District. According to 2013 agricultural survey, this district has 2054 farmer households, and the area of cultivated land is 21892 hectares. This rural district has 32 villages in its territory. We found out that among these 32 villages the water resource management projects had been designed for and applied on just five villages including Ebrahim Abad, Mirjan, Mehrabad, Andabad Olia and Andabad Sofla. So these five villages are this study’s sample. This village have 631 farmers according to 2013 agricultural census. Among them we chose 160 individuals for analysis using Cochran sampling formula. Simple accidental sampling was used in each village, and in order to analyze the descriptive-inferential data of questionnaires, we used descriptive-inferential methods.   
 
Discussion and Conclusion
The results of water resource management show that Mehrabad Village with score of 90.44 is in better situation, also in rural sustainable development, and economic aspect compare to four other villages. Andabad Olia Village is in the better condition with numerical average of 123.9, for social aspect Mirjan Village with numerical average of 108.84, for livability dimension Andbad Sofla Village with numerical average of 87.6, and for physical aspect Andabad Sofla Village have better situation compare to others. Moreover, results show that there is a significant relationship between sufficient water resource management and sustainable development of rural areas in significant level of 0.01 and the correlation rate of 0.315. Besides all these, water resource management has impact on rural sustainable development by the level of 0.271. For aspect of the amount of BETA, highest impact is for the index of knowledge and awareness with the amount of 0.522 and the institutional index of 0.036 has the second highest effect on rural development.
The recent droughts and water shortages in the region and its negative impacts on agriculture led to consequences such as decreasing in income, employment rate, investment and increasing in unemployment and job elimination and migration rate to cities. People of some of these villages had acted to sufficiently mange the water resource based on their limited and unreflecting knowledge about modern irrigation methods, on their own and/or in few cases with getting help from the government and Agricultural-Jahad Organization, even though their help is not even close to enough. As a result, Mehrabad Village is a case that is more successful than other villages in developing the sufficient water management with numerical average of 90.44 due to more individual involvement of villagers. Also, this improvement in applying such project had positive impacts on rural sustainable development and agriculture. Marjan Village for aspect of level of rural sustainable development in different economic, social, environmental and Physical dimensions is at a better situation than other villages with numeric average of 0.96. Furthermore, its been found that there is a positive relationship between sufficient water resource management, rural sustainable development and agriculture sector in this region has a vital role in providing required food, producing raw material for industry, employment and creating income. Therefore, in order to reach a more and well managed agriculture development and take steps towards rural sustainable development, this region needs to use water resources sufficiently. Finally results show that each one of the water resource management indexes has different impact on the rural sustainable development, and among them the highest impact is for the index of knowledge and awareness with Beta amount of 0.522.

Abstract

 Introduction
One of the topics related to food insecurity coping strategies is recognizing the effective factors for choosing strategies to deal with household food insecurity. Recognition of these factors is essential for planning to reduce the negative effects of food insecurity among rural households. Preliminary studies show that food security in the villages of Halab District, Ijrud County is at a low level, which includes reasons such as distance from food shopping centers, poor infrastructure, health, education and welfare facilities, low employment rate, low income level. However, in the study area, rural areas have suitable natural, economic and social resources and substrates for achieving sustainable rural development. The present study investigated the food insecurity situation of households in Halab District of Ijroud County, and then analyzed the effective factors in choosing strategies to combat food insecurity. Following questions are investigated: 1. What is the most important nutritional strategy of the households in the studied villages to deal with food insecurity? 2. What is the most important non-food strategy of the households in the studied villages to deal with food insecurity? 3. What is the most effective factor in applying strategies to combat food insecurity in the study area?

 Methodology
The present research is an applied and descriptive-analytical study . Data were collected by using library and field method (questionnaire). The statistical population of the present study is households living in Halab, Ijroud County of Zanjan Province. This section has 29 inhabited villages with a population of 5183 people and 1715 families in the 2016 census. 380 households completed the questionnaire in the households of the studied villages, which was determined using the Cochran's formula. A simple systematic and random method was used for the sample selection. To assess the food security of rural households, the household food insecurity scale method was used, which consisted of 18 questions and to assess food and non-food strategy, 12 indicators was applied. In order to group the food security status of the families with children, the questions and standard grouping of the US Department of Agriculture have been used. Hackman's model was also used to investigate the factors influencing the selection of effective strategies in combating food insecurity. The Hackmann two-stage model was proposed in 1979. This model is designed to eliminate the error in selecting the sample or population under study. In the present study, Hackman's model identifies the variables with their intensity of impact for the implementation of food insecurity coping strategies in the study area.

Discussion and conclusion
Findings related to food security classification of the studied households show that 49.41% of households have food security, 31.76% of households have food insecurity without hunger, 10.59% of households have food insecurity with moderate hunger and 8.24% of households have severe food insecurity with hunger. Descriptive findings related to food strategies to combat food insecurity among the rural households studied show that the highest mean is related to the strategy of consuming cheap food and the lowest average is related to the strategy of a full day without food. The results of the model show that with a 99% probability the factors of age, number of household members, type of housing quality and percentage of income from the agricultural sector are effective in applying food strategies to combat food insecurity in the study area. Furthermore, for non-food strategies, the results of the Hackman model can confirm with a 99% confidence level that the factors of age, spouse education, number of household members, number of sons, number of people with university education, head job, spouse job, sub-job, income, irrigated lands, garden lands, having livestock, number of visits to the city during the week, vehicle, receiving bank credits, percentage of income from the industrial sector, percentage of income from the agricultural sector and percentage of income from the service sector are the most effective factors on the application of strategies to combat food insecurity.
