صنعت بیمه به¬عنوان ابزار انتقال ریسک و پرداخت خسارت موجب تأمین آتیه و اطمینان افراد و در نقش نهاد سرمایه‌گذار، موجب تجمیع منابع پس¬اندازی و تخصیص بهینه آن به نیازهای سرمایه¬گذاری و رشد اقتصادی کشورها می¬شود. بنابراین، ضروریست تا عوامل موثر بر توسعه این صنعت در کشورهای با ضریب نفوذ بیمه پایین، شناسایی شود و در خصوص تقویت عوامل فزاینده و رفع عوامل کاهنده آن اقدام لازم صورت پذیرد.
در همین راستا، تحقیق حاضر سعی نموده تا اثر متقابل توسعه مالی و شاخص¬های آزادی اقتصادی (شاخص کل، اندازه دولت، ساختار قانونی امنیت و حقوق مالکیت، دسترسی به پول سالم، آزادی تجارت خارجی و مقررات) بر ضریب نفوذ بیمه¬ در پانزده کشور ناموفق  بیمه¬ای طی دوره 2014-2000 را بررسی نماید. به همین منظور، مدل تحقیق با استفاده از داده¬های تابلویی و به روش گشتاورهای تعمیم¬یافته برآورد گردید و نتایج نشان داد، اثر متقابل توسعه مالی و کلیه شاخص¬های آزادی¬ اقتصادی بر ضریب نفوذ بیمه مثبت و معنا¬دار است. همچنین، اثر انفرادی توسعه مالی و شاخص آزادی اقتصادی کل مثبت و معنادار است. اما، تأثیر انفرادی آنها بر ضریب نفوذ بیمه نسبت به اثر متقابل آنها کمتر است. در نهایت، اثر متغیرهای کنترل شامل درآمد سرانه، سرمایه انسانی و درجه شهرنشینی بر ضریب نفوذ بیمه در کشورهای منتخب، مثبت و معنادار و اثر نرخ بیکاری و تورم منفی و معنادار بوده است.
