Abstract

Urban-rural linkages play a prominent role with regard to rural development. It is being argued that city considers as an engine of rural development thus urban-rural linkages and their nature and intensity demand thorough and comprehensive investigation. Provision of monetary and financial transaction the flow of capital including governmental construction budgets’, commodity transfers and individual as well as households based investments are the most valuable outcomes of urban-rural linkages. This study aims to investigate urban-rural linkages with particular emphasis upon individual investment with regard to tourism in the area. The nature of study is based on descriptive-analytical approach. Data were gathered via questionnaire and interviews. Statistical society is composed of all of the permanent rural residents. Data analysis requires application of Wilcoxon statistic as well as multi-variable regression. This study suggests that there exists significant difference regarding all of the variables prior and after of tourism development in the study area. Most of the variation is being explained by physical quality of rural dwellings as opposed to rural settler’s participation in general rural development especially regarding tourism activity. It further suggests that according to regression analysis, people satisfaction with respect of individual investment in rural development with regression coefficient of ٠.٦٨ has the greatest positive impacts.

Abstract

Agricultural sector taking into account its high potential with respect to creation of value added as well as job opportunities from one hand, and provision of food security and its economic capabilities on the other hand has very predominant role in national economy. The identification and investigation of agricultural capabilities as well as the determination of development level are the first step with regard to agricultural planning. This study utilized Morris model along with centrality index in order to determine the extent of agricultural development on Khuzestan’s counties. The major objective of this paper is to found out the existing gap and deprivation level among the counties. The research method is based on descriptive-analytical technique. The statistical society is composed of all Khuzestan’s counties. 29 indices correspond with agricultural development were extracted from agricultural year book of 1388. This study suggests that there exist a major gap and imbalances among different relevant countries counties with respect to agricultural activities. Find score for the most prosperous county, Baghmalek, according to Morris and centrality indices is amounted to be 53.54 and 286 respectively. However, the associated figures for most deprived county that is Abadan, is 14.87 and 65.69. Taking into consideration the computed final score, the difference between the most deprived county as opposed to the least one is approximately four folds. It follows by some measures and suggestions for planners regarding the eradication of discrepancies and inequality.

Abstract

The increasing rate of unemployment and young age bracket migration from relatively rural settlement are being considered as one of the most prominent threats in rural communities during past decades. It is argued that tourism provides high potential settling in this regard. It is capable of generating job opportunities and counter stream migration. Taking into consideration the existing potentials and purposed investment, regarding rural tourism could help rural development. The major objective of this paper is to determine the most appropriate option available to rural tourism taking into account their capabilities as well as threats associated with northern Roodpay in Sari. The research method based on objectives has applied nature and methodologically speaking is descriptive – analytical. It is followed by application of SWOT as well as T2 FS-AHP. This study suggests that eco-tourism is known as a good alternative regarding tourism in northern Roodpay. It is further followed by cultural tourism, sport tourism and agricultural tourism respectively.

Abstract

The more varied the system is, the more dynamic and sustainable would by both in time and space. This in turn, would maintain both internal and external tensions. Variation regarding rural economy is being considered as one of the approaches for achievement of sustainable rural development. The major objective of this study is to investigate the relationship between variation in rural economy and the degree of its sustainability approach. The nature of this study represents applicability. The research method is based on descriptive-analytical. It further demands field works and documentation. The study area is northern Marhamat Abad in Miandoab. The sample size based on modified Cochran was 264 extracted from 2800 households. It further utilized both descriptive as well as in feral statistic that is clustering spearman regression coefficient and VIKOR model. This study suggests that there exist a significant variation between variation of rural economy and the degree of their sustainability at 0.05 significant level. That is greater the variation in rural economy, the greater would be the degree of rural sustainability.

Abstract

New rural management and Islamic Councils are being considered as people-oriented institutions during last years with regard to rural economic development. This in turn, demands extra efforts for improvement of this institution status. The major objective of this study is to analyze the influential factors upon strengthening the economic role of these councils in rural area of Harsin (Kermanshah). The research method of this study is descriptive – analytical using questionnaire survey. The sample size is determined to be 50. The sampling techniques were based on simple random sample out of which 32 villages were selected. This is followed by application of Cronbach's for determination of research viability of the research data. K.M.O coefficient (o.7 and 0.71) as well as Bartlett’s test were used. Data analyses were done via utilization of descriptive methods including median, frequency, principle component analysis and Wilcoxon. This study suggests that there exist significant variation regarding economic service provision prior and after the foundation of these rural councils. Moreover, 6 preventive components with respect to economic rural development were identified. They include the legal deficiencies of the councils, their in capabilities related to passing economic rules, peoples cooperation with the councils, the community’s lack of familiarity with the council’s rules, the people’s lack of confidence regarding the council’s performance and their low financial and administrative authorization level. This is followed by identification of four other corresponding factor including community participation, better council membership selection procedure, high acquaintance of council’s members regarding rural economic problems, drawing governmental, public and private financial supports regarding rural projects and high intimacy of council members performance.

Abstract

Industry is being considered as major economic element in any area. This in turn, is associated with prominent economic variables including production, employment and investment. It performs considerable role regarding environmental and social changes. More specifically, rural industries are responsible for provision of job-opportunities, prevention of rural-urban migrations, increase in economic productivity level, economic variation, and decentralization, and resource optimization. This means that rural industries are the major indicator of development level. It is argued that the assessment of rural industrial functions and consequences could assist the planners regarding the achievement of industrial sustainability in rural area. The major objective of this study is to assess and explain the rural industrial function taking into consideration sustainable development approach in Saein Ghaleh district located in Abhar. The nature of this study represents applied character. The research method is based on descriptiveanalytical one. It follows by field work and documentation survey. The sampling size using Cochran’s formula determined to be 104 households. This study suggests that there exist significant influences regarding rural industries and their corresponding economic, social, cultural and physical dimensions. Relative impacts of the industries upon rural development show high score regarding economic and environmental dimensions as opposed to physical dimension. Multiple regression analysis represents that economic dimension possess the highest score and value. Prioritizing of the rural area using victor model show that Chergar village possesses the highest score as opposed to SarveJahan.

Abstract

Iran’s border villages are encountering with service deficiencies regarding social, economic and cultural dimensions. However, these entities are facing with foreign propaganda for enlarging border ethnic groups delimits and ignorance of these area’s capabilities and potentials. This in turn, requires more attentions toward bordering village. The major objective of this study is to investigate the limitations as well as potentials and capabilities of bordering villages of Bandan District in Nehbandan. The research method is based on survey technique, field works and documentation. As such using Cochran formula 258 rural households were extracted out of 7577 pertaining to 17 villages of this district. The viability of this questionnaire was determined by Cronbach's alpha (0.71) computation. It is further followed by application of T test, freedman, regression, and one way ANOVA. This study suggests that the economic, social status of these border villages are fairly is critical. This in turn is associated with environmental, management and security issues as well as ignorance of the region’s capabilities. It is argued that security and management variables possess the least averages as opposed to infrastructural indices. Moreover, there exists interrelationship among different indicators. That is improving one would enhance the others.

Abstract

Introduction:
Nowadays, low job offers, unemployment and rural poverty are being considered as a major driving force for rural- urban migration. This in turn may cause some problems both for rural and urban communities as well as some challenges with respect toachievement of sustainable rural communities.  Taking into account these challenges, entrepreneurs through their creative economic efforts could be helpful regarding economic improvement of rural areas. Even though the major motive behind this sort of activities is private benefit but they could provide proper atmosphere for entrepreneurial ship at local, regional and national level. Rural communities taking into account their physical, social and economic situations simultaneously could offer both opportunity and weakness regarding entrepreneurial ship. It is argued that the development of entrepreneurial activities in rural areas must be based on rural capabilities in order to be successful and head toward sustainability. Jaber Ansar district located in central part of Abdanan, taking into account its prominent characteristics including proximity to urban areas, possession of active handicraft, the existence of fertile agricultural lands and natural resource abundance, possess high entrepreneurial potentials at local and regionalnevel. The major objective of this study is to investigate sustainable rural development potential from entrepreneurial ship and employment aspect in the study area.
Methodology:
The type of study of this study is explorative. It is based on descriptive- analytical research method. It is further supported by documentation and field works including questionnaire, interviews and observation. The study area is Jaber Ansar district located in Abdanan. Statistical society is composed of head of households were selected through application of Cochran formula and random sampling technique. The questionnaires were composed of four components and 32 indicators related to entrepreneurial development and rural employment. The data analysis further demands application of descriptive statistics and principal component analysis and SPSS.
Conclusion:
According to principle component analysis results in the study area, eight factors including infra-structure, economic, awareness, self-confidence, personal creativity,innovative capabilities, physical infra structures and access to different facilities have prominent impacts upon sustainable development from entrepreneur aspects. These factors are capable of explaining 75.25% of the variation. Infra structural and social factor with eigenvalue of 5.63% is the major factor and is capable of explaining 17.60% of the variation. This is followed by economic factor as the second major one with the eigenvalue of 4.48%. It is capable of explaining 14.01 % of the variation. The least important factor is access to economic. Facilities eigenvalue is % 44 and capable of explaining 4.51% of the variation. It may be concluded that the improvement of appropriate public infra–structures including provision of drinking water, electricity and fuel, proper communications as well as transportation facilities, post banks, well designed and equipped transportation systems for shipping commodities to markets, access to skilled and literate labor force are all being considered as influential factors for provision of needed potentials and pave the way for entrepreneurship. It is argued that economic development in rural areas requires new strategies. This in turn is associated with entrepreneurship and environmental policies. Thus economically speaking entrepreneur plans in the study areas would be fairly effective needed for creation of occupation, special credit facilities sufficient funds for small businesses, awarding low interest rate and non-paying back loans especially in deprived areas are among some of the recommended measures.

Abstract

Introduction
The achievement of sustainable development is being considered as prominent objective of rural planners. Agriculture is very important sector in this regard. Its associated activities could encompass all pillar of sustainability that is economic, environmental, social and institutional. Jouzan in Hamadan is being known as one of the major area regarding raisin as well as grape production. This in turn, is associated with sustainable rural economic development. The research questions are as follow: To what extent nuts and dried fruits are responsible for employment opportunities and income generation? Are these products capable of attracting investment?
Methodology
Needed data were obtained through both field works and documentation. Statistical society composed of all rural settlers of Jouzan district. According to 2011 census this district encompasses 12 villages, 2204 households and 7301 persons. Maniran upper Nowshar due to high acreage of vine vary yard were chosen as sample villages via random sampling technique and Cochran formula. Viability of this study through application of Kronbakh alpha turned out to be 0.821.
Conclusion
This study suggests that the household’s status from income stand point compare with the time that this village was not involved in dried fruit production, greatly improved, number of created job due to construction of raison processing companies. It further shows that the amount of saving and purchasing power of rural settlers greatly promoted. The degree of investment in both private and public sectors increased thanks, to positive economic impact of raison and dried fruit production.

Abstract

Introduction
Lack of variations existed in economic settings and a job opportunity is being considered as the most significant characteristics of the rural country’s economic structures. It is argued that occurrence of variations in rural economic activities as an approach, could be considered as an appropriate measure in which most of the development theoricians believe in regarding the mitigation of the negative impacts associated with this mal structure as well as the achievement of sustainable rural development. The major objective of this study deals with identification of main barriers regarding the occurrence of variations in rural economic activities of the bordering villages located in Marivan.
Methodology
The research method based on the objectives of the study has applied nature. It has descriptive and analytical essence. The statistical society is associated with Marivan which is located in 10 km of Iraq international border. 18 villages were selected as a sample. The sample size based on application of Cochran formula amounted to be 334 households. This study further supports the application of SPSS software for analysis purposes.
Conclusion
This study suggests that barriers toward regional variations could be classified into social, physical, and managerial – institutional ones. However, there is not a drastic difference between all the selected villages from barriers stand points. Generally speaking the barriers are numerous. Based on step wise regression method, managerial institutional, physical, economic and social variables are capable of explaining 88% of the variation. It further suggests that the managerial- institutional structures compare with others are more responsible for lack of variations in rural economic activities.

Abstract

Introduction
Variations in rural economy, prevention of the unprecedented rural-urban migration, and reduction in spatial imbalances between rural and urban areas via creation of industries namely industrial towns are being considered as the fundamental Iran’s policies regarding rural development. The major objective of this study is to identify and investigate the economic impact of Aghola industrial towns upon the adjacent rural areas located in Gorgan in Aghola.
Methodology
This study from methodological stand point has descriptive- analytical nature. However based on its objective, possesses applied essence. The data gathering demands application of field works as well as documentation. The studied villages composed of 7 villages located in vicinity of this industrial town. 320 households were selected based on random sampling technique and Cochran formula. The credibility of the study was checked by rural studies experts. Viability determined to be 70 % based on Kronbakh Alpha. This study is further supported by principle component analysis as well as one way analysis of variance using SPSS.
Conclusion
This study suggests that the location of Aghola industrial town imposed a prominent economic impact upon the adjacent rural development. However, increase in welfare and purchasing power component compare with the other components possesses the highest significant difference.

Abstract

Introduction
The industrialization of rural areas has led to changes in rural economies through the absorption of rural population. This in turn, helps in reduction in unemployment rate as well as economic growth. This strategy is capable of improving rural standard of living and paves the way for the achievement of sustainable rural economy. This study tries to investigate the dimensions, aspects and benefits associated with linkages between agriculture and rural industries in general and in central part of Rasht in particular. It further stresses on the impact of agricultural complementary processing industries upon rural economy.
Methodology
This study has applied nature and it is based on descriptive - analytical method. It further demands application of survey, field works as well as documentation. Statistical society composed of rural development experts. Out of 243 first round questionnaires, 48 were selected. The credibility of this questionnaire was done using the related experts. Its viability was determined to be 0.876 using Kronbakh alpha. This study further supports application of SPSS, Excel and Arc GIS for data analysis purpose.
Conclusion
This study suggests that the benefits and impacts of linkages between agriculture and industries are proven. This could exemplify itself in agricultural product support at different production stages, usage of new agricultural economic method, strengthening rural economy base, creation of jobs incomes as well as expansion of exports and rural investments. This linkage in turn could lead to strengthening rural economy bases and the achievement of rural sustainable development. It finally conveys this message that the only way of increase in agricultural products and self- sufficiency and entering into international market competition is through creation of agricultural complementary – processing industries.

Abstract

Introduction:
Nowadays, management and economy as science as well as entrepreneurship receive special attention. Strengthening entrepreneurship and creation of an appropriate setting for its development are being considered as a good tool for economic improvement namely in developing countries. Based on entrepreneurship world statement, there exist a high relationship between national economic growth and organizational and national entrepreneurship level. Generally speaking, entrepreneurs potentially exist in any country. However, one should put extra effort to increase their capabilities. Moreover, the existing structures should pave the way for proving themselves. As a matter of fact, entrepreneurs play a vital role regarding social and economic development and transformation. They act as a prime element for revitalization as well as continuation of development. That is why many governments in both developed and developing countries try to guide and encourage entrepreneurs and provide them relevant education .Iran experienced high rural-urban migration as a result of rural backwardness. This is associated with ghettoes, down grading of quality of life, low job opportunities, increase in crime and delinquency. The major objective of rural plan is the achievement of rural development. This in turn will lead to reduction of unemployment increase in job opportunities. These two phenomena are the resultant of Imbalanced labor force, demand and supply as well as decrease in agricultural growth sector in rural areas and decline in job opportunities (23.4%). It is argued that agricultural development by itself cannot guarantee rural economic development and irradiate poverty. Thus attention to other sectors is strongly suggested. Despite, the importance of entrepreneurial ship and its impact upon global economy, Iran has not paid an appropriate attention in this regard. High degree of youth population, lack of job opportunities, high unemployment rate demand more attention to this phenomenon. As such this paper predominantly aims to access entrepreneurship status in southern Astarabad in Gorgan.
Research method:
This study possesses descriptive- analytical nature. It is farther based on survey technique and questionnaire. As such 10 experts in the area were asked to give their opinions in order to weigh the relevant chosen criteria. Study area is composed of 16 villages which house 4805 households. Cochran formula was applied in order to determine the appropriate sample size with the significant level of 95%. Sample size turned out to be 356 which extracted via random sampling technique taking into consideration the number of households in every individual village. This study further followed by application of hierarchical weighing fuller triangle technique regarding the viewpoints of the experts. At the end, it demands ORESTE model in order to rank the villages.
Discussion and concluding:
This study suggests that entrepreneurship not only cause better utilization of the existing resources, but also paves the way for rural settlements sustainability. This is because entrepreneurship through providing job opportunities and resultant sufficient incomes make the settlers to remain in their village. It further could attract investment and draw outside labor force to the area. This in turn will strengthen the foundations of national regional development. However, all of the villages do not possess the same potential in terms of entrepreneurship. As such this study try to prioritize villages located in southern Astarabad in Gorgan from entrepreneurship aspect. According to experts view points, accessibility to education and training, consulting, experiences, knowledge and skill are being considered as main yardsticks in this regard. However, access to capital without needed education and training could not lead to entrepreneurship. According to ORESTE technique computation Naziabad, Sarnabad, and Maryamabad, based on the above mentioned criteria possess the highest ranks as opposed to lower shahkoh, Siyashlou and Qazagh-mahale. This study suggests education and training regarding entrepreneurship specifically in the area of tourism. It believes that lack of capital is being considered as a major obstacle in the study area. Providing low interest loans to rural settlers which could give them initial capital and motivation with respect to entrepreneurship is highly recommended.

Abstract

Introduction:
Social capital is being considered as way to achieve sustainable rural development as far asthe development experts are concerned. It is argued that social capital make the achievement of sustainable development possible taking into consideration provided opportunities and major societies constants at different levels including micro and macro level. In other word, social capital not only affects development process but also it is affected by as well. It is argued that social capital as a very important theoretical tool is capable of investigating the role of social variables regarding sustainable rural development. Lack of sufficient attention to rural settlers as social capital is a major challenge as far as sustainable rural development is concerned. This in turn could facilitate planning trend regarding rural sustainability through participation of rural settlers. Based on the relevant studies attention to social capital could enhance the achievement of sustainable rural development. Moreover, the relationship between social capital and level of rural development could well be justified by space economy and spatial dimension. Explanation of the phenomena and the spatial organization are affected by interaction of space and activities. Spatial dimension could exemplify itself in social processes and relationships. In effect, function of space is affected by space, time and social and economic mechanisms. As such this study aims to find out the relationship between social capital and rural development. It further tries to come up with social capital pattern.
Research method:
This study deals with analytical-descriptive research method based on both qualitative andquantitative methods. Sampling technique was random stratified sample. Based on physical location, distance, and number of households, six villages were selected from each class. Altogether, 18 villages were selected in the study area. Statistical society is composed of two groups that are local rural settlers (host community) and local authorities. Based on KMO test, social capital viability turned out to be 0:71. Moreover, Cronbach’s alpha coefficients used for evaluation of social capital in corresponding villages turned out to be 0.89. Social capital measures were selected through application of critical analysis over previous studies. In second phase, primary yardsticks and measures were screened in order to identify the prime social capital yardsticks with regard to sustainable development. Topsis technique was used for determination of social capital regarding level of development in sample villages.
Discussion and concluding:
Nowadays social capital is being considered as the most important development capital. As such, social capital with its spatial dimension is being known as a comprehensive strategy for achievement of social sustainability within sustainable development approach. It is because that the major objective of sustainable rural development based on social capital approach is promoting quality of life of local people, empowerment, capability formation, increase participation level as well as self-reliance, expanding rural communication network both in and outside of the villages and institutional development. This study suggests that there exist a relationship between social capital and level of rural development in the study area. It means that 63.5 percent of variation regarding level of development of the villages is explained by social capital. The magnitude of I index for determination of the corresponding spatial pattern based on social capital turned out to be 0.41. This figure compared with E (I) which is 0.03165 indicates that spatial pattern correspond with social capital of the studied villages incline toward multi pattern (concentrated and clustered). The highlight of this paper is first the endogenous nature of social capital and second confirmation of the past studies in this regard. Spatial pattern associated with social capital indicates that villages located in the center and in the proximity of large cities including Mashhad, Nishabur possess lower level of social capital. Heading toward the boundary of the province, the rate of rural social capital will increase.

Abstract

Introduction:
Many scholars believe that the creation of job opportunities is being considered as an important prerequisite for development and growth namely in developing countries. Lack of attention to this make societies step in eroding phase rather than thriving one. This in turn will lead to expansion of poverty. It is argued that achievement of sustainable development could be done through creation of employment in different sectors more specifically industrial and service ones. Based on corresponding statistics Javanrood with unemployment rate of 42.8%, 49.3% and 46.9% in 1375, 1385 and 1390 respectively rank the highest compared with 14 cities located in Kermanshah. This study aims to identify deprived rural areas using combination of different criteria and yardsticks. The authors believe that taking into consideration economic, social and environmental capabilities of the study area; one could propose an appropriate and applied strategy with regard to employment.
Research method:
This study based on its nature and objectives possesses applied, descriptive and analytical characters. It deals with documentary as well as survey technique regarding data gathering. The study area is basically composed of 89 villages out of which 57 over 20 households were studied. At first, these villages were prioritized based on chosen indicators and yardsticks corresponding to employment, using TOPSIS technique. Weighing of seven indicators was done by Shannon entropy based on data reference computation. Second phase followed by clustering and grouping the villages into different levels from prosperous to very deprived ones. Clustering analysis and TOPSIS technique led to creation of four groups. Identification of villages based on the level of deprivation and consideration of their capabilities demand preparation of expert questionnaire. This was based on liker five spectrum with level very high (5), high (4), medium (3), low (2) and very low (1). As such 30 questionnaires were compiled. SWOT was applied for proposing appropriate strategy regarding creation of employment in deprived villages.
Discussion and Concluding:
Provision of appropriate job opportunities in accordance with active population’s interests and potentials is being considered as the prime element and component of development. However, many of this active group did not get a chance to have any job or appropriate one. There exists noticeable difference in terms of unemployment rate in the regions. According to the statistics ,Kermanshah ranks among top five in terms of unemployment rate between 1375 90 .Javanrood possesses the highest rate compared with 14 other cities in Kermanshah. This well justified the degree of discrimination level of Javanrood against job offers during past decades. This demands extra attention regarding employment status. This study suggests that there exist a drastic gap with respect to employment indicators among different villages. As such employment coefficient corresponding to Khil-Fataki-Kan village as the most prosperous village is 10 times bigger than Bita-shush village as the most deprived one. One could conclude that some of the villages compared with the others experience some degree of depravation in terms of employment. Based on clustering analysis, Chaman-zar Olya, Dehtout Sofla, Sarab Barhed Zanjir Olya, Guyleh, Chaman-zar Sofla, Bioleh, Kalash Hush, Kulese, Duleta, Ziran, Saroukhan, Kalash ghoo, Kani Gohar, Mazrae Kachal abad, Aliabad Kohne, Sarabs, Ghalaji, Bivand olya, Bivand Sofla, Mele rush, Zilan, Shurineh, Bani Lavan, Sarrood Sofla and Biashush are considered as very deprived villages in terms of employment coefficient. From job opportunities standpoint they are in critical stage. This study further suggests that despite of existence of 25 deprived villages, there exist some opportunities and strengths. These opportunities and strengths well override some existing threats and weaknesses. Based on SWOT analysis competitive – aggressive strategy (so) in which prime emphasis is on internal strengths as well as external threats would be considered as the most appropriate strategy regarding employment in deprived villages of Javanrood. In order to create Job opportunities taking into consideration geographic, economic, social and environmental conditions, the following suggestions are recommended:
- To maintain good relationship with Iraq as a prime destination for exporting food and livestock products.
- Expansion of border markets and makes them accessible for rural settlers.
- Developing ranching livestock activates in the region taking into account appropriate physical condition, ample water resources as well as rich pasture.
- The development of labor – oriented activities including processing and complementary industries and mining activates.
- Encouraging both private and government sectors to invest in rural areas more specifically those located next to border.
- Improvement of roads and routes conditions in order to increase the accessibility of rural settlers to border markets.

Abstract

Introduction:
Rural development requires special attention regarding human forces .Rural settlers as a prime human resources related to agriculture are a major leverage as far as rural development is concerned. Lack of social capital is being considered as missing chain with respect to economic growth and development in underdeveloped countries. It is agrued that social capital influences sustainable development from different aspact in developing countries including Iran. This is well justified by existance of their transient, unstable economy. Social capital is known world wide as a major determinent of rural development. However, this is not well experienced in Iran's rural geographical space. In other word, planners and policy makers overlooked this issue. This is being considered as the most prominent vacume as far as the rural development litriture is concerned. Both social capital and development possess complex nature. This in turn demands comprehensive and deep study. This could well be done via application of qualitative approach. This study aims to invastigate Farsinj rural development taken into account social capital in order to come up with associated development model.
Research method:
This paper applied qualitative approach using foundamental theory method. This theory is being considered as one of the qualitative research methods. It ia besed on inductive approach using real situation for determination of the components of a problem. Statistical society was comprised of key aware folks in Farsinj village located in songhor koliayee which were chosen through targeted snow ball sampling technique. The study area is center of parsineh which is located in cold mountainous climatic zone. Based on 1390 census, it houses over 2355 with 663 households. Data gathering were done via individual semi structured interview as well as concentrated groups and direct observation resulted in field notes. The application of multi data gathering techniques in qualitative research named trianglizaition increase the viability of the result. Compiling fifteen of those interviews, led to theoretical saturation at least after one hour. The resultant data in three stage that is open coding (conceptualizing and investigating), axis coding and selective coding, were analyzed. Open coding led to formation of 16 classes. The relationships between components were explored through application of axis coding. This led to formation of external social capital as a prime class or phenomena based on paradigm model. This model includes casual conditions and backgrounds, intervening conditions, as well as interaction, strategies and consequences.
Discussion and conclusion:
Farsinj village located in songhor koliayee is being known as one of the typical and pilot village in Kermanshah province. Based on the investigation, high level of education, number of existing occupations as well as the rural settler’s level of commitment, responsibility and the feeling of being served with regard to following the villages affairs are among the factors responsible for Farsinj being known as spectacular villages. It is argued that the feeling of being rival, high level of settler’s motivation and engagement of some of the folks in high ranking governmental possessions all would be important components formation of external social capital in the study area. Trust in outsiders, the existence of agriculture bank, high schools as well as getting married to the males outside their locality all led to formation of better opportunities for investment in the study area. All these factors have led to some positive outcomes including the provision of services to neighboring villages and being well known village in the area. Make it short; the level of development of the study area is highly associated with the formation of external social capital.

Abstract

Introduction
Agriculture sector is actually known as an economic sector, as it is said that economic growth would be impossible in the absence of agriculture growth. Nowadays, by using accurate scientific researches as an inspiration source and investigating environment potentials and capabilities of every area we can achieve comprehensive agricultural development and principles. In this way, identification of development and underdevelopment levels of agricultural zones seems essential to start out to and make development planning of sustainable development. As compared to other places in our country, East Azerbaijan province has more appropriate sources of agriculture. So that about 19.2 percent of its total geographical area belongs to the cultivated lands of agricultural products. In this regard (i.e. the ratio of cultivated lands to the total geographical expansion of the area), East Azerbaijan has occupied the 12th grade of all provinces. In addition, after those provinces of Khorasan, Fars and Khuzestan, it has got the vastest cultivated lands. Investigation of combination of occupations based on the results from general census of population and housing in 1390 reveals the fact that the agriculture contribution of the province is about 21.3% which is above its average (19%) in the country. However, comparing different counties of the province we can find dramatic differences in terms of agricultural activities and its related sub-sectors. In this study, we use several indicators to investigate spatial inequalities associated with the development of agricultural sector in different counties of East Azerbaijan separated into several parts of agriculture, garden and animal husbandry and the mechanization level.
Methodology
Considering the subject of the study, it is an analytical- descriptive one. Different counties of East Azerbaijan Province identified based on administrative - political divisions, have been chosen as statistical population of this survey. To determine its underdevelopment level and inequalities, 28 indicators have been used in four different sectors including agriculture, garden, animal husbandry and mechanization that can be observed with reference to the statistical evidence of agricultural background in East Azerbaijan. In this survey, the method of factor analysis in SPSS environment has been used to identify modulation index and its factors to be used as input in numerical taxonomy method. Finally, using hierarchical clustering method, these counties were classified according to the factor of clustering development rankings. This part of information was later appeared as a plan in the environment of GIS software. Indicators consist of: (1) Agriculture indicators: The ratio of irrigated lands to the total area of lands, method of operation by vine crops, forage crops, vegetables and cucurbits, industrial products, cereals, grains, irrigated and rain-fed wheat, irrigated and rain-fed barely. (2) Garden indicators: method of operation by garden products, dried fruits, stone fruits, granulated and pome fruits. (3) Mechanization indicators: the ratio of tractors, electro pumps, motor pumps, combine, tiller and distributed fertilizer to agricultural lands. (3) Animal husbandry indicators: The ratio of sheep and lamb, large animals, meat production, chicken production, egg production and milk production to the rural population.
Discussion and Conclusion
Using statistic reports of agricultural activities in East Azerbaijan Province in 2010, we could make the standardization process of 28 indicators in the forum of four main parts consisting of 11 indicators in agriculture sector, 5 in garden sector, 6 in mechanization sector and other 6 in husbandry sector. Factor analysis was done on each of these sectors in the environment of SPSS software that reduced them into 3,1,2,2 factors in the same order that were later used as inputs of the numerical taxonomy method. Classification of the counties was done based on development rankings of each sector. Finally, the statistical method of cluster analysis was applied to the counties of the province to be gotten classified in four clusters by identifying homogeneous cities. Counties found in the first class include Malekan, Bonab, Miyane, then in the second class: Shabestar, Maraghe, BostanAbad, Tabriz, Oscoo, Azarshahr, Ajabshir, in the third class: Sarab, Hashtrood, Ahar, Marand, Haris, and finally in the fourth class: Jolfa, Varzaghan, Kalibar and Charoimagh. Agriculture is an economic sector itself, as it is said that economic growth would be impossible in the absence of agriculture growth. A remarkable, tremendous difference can be found in agricultural activities of different areas and counties of the province. East Azerbaijan is made of a half developed western and a half underdeveloped eastern part. The half developed western consists of great centers of population with a high rate of civilization, medium and large industrial centers, main centers of service activities and a large amount of agriculture and garden products. Whereas, in eastern half despite its mineral-tourist potentials, agriculture still continues in its traditional form of rain fed with industrial workshops which are small and scattered and small villages of low population in the suburb of small towns. Developed counties are provided with strong communication networks, especially in the route of railways or in the nearby area. On one hand there are low land slopes in the west of the province and on the ther hand vast and fertile plains like Tabriz and Maraghe have changed the place to a natural absorption for doing more activities on. While the Eastern half is mountainous with more potentials in livestock and animal husbandry than the Western part.

Abstract

Introduction
In economy structure of rural districts in different countries, agriculture is considered as the main source of livelihood. The most important characteristic of this structure is lack of diversification for economic contexts and job opportunities, especially for the increasing number of people in the villages which is almost the result of attitude toward the village and government policies and internal factors in the village. The consequences that are the results of dependency of the users to the environment out of the village and external markets, obvious and unobvious unemployment, decrease in return of investment, destruction of basic natural resources, rural economy vulnerability, and instability of income sources include weakening economy and culture of the village, rural migration and marginalization. The country's villages have a weak economy and they are vulnerable because of their severe dependency on agriculture and its income and lack of employment sources and non-farm income sources. Agriculture section is not capable of increasing the level of income because of limitation of land areas which cannot be increased. Therefore, it seems necessary to search for another income source regarding the capabilities and limitation of each region of the country for rural economy diversification in order to increase the population stability in the villages. Upper Ashkevar rural district is located in a mountain region and therefore it has limitation in land area, it has agriculture -based livelihood, a limited capacity for employing workforce and no diversification. Because of population growth and increase of the number of young workforce, unemployment rate is growing every day and it seems to be extremely important to find alternative strategies for villagers' employment and income earning in this region focusing on population stability and saving the remained population. Therefore, diversification approach for rural economic activities as a useful strategy is one of the most important strategies which is presented for reducing the negative impacts of unsustainability in different environmental, economic and social aspects on rural contexts and in accordance with sustainable development pattern which is confirmed by most of international organizations including Global Bank and by most of theorists. High vulnerability of agriculture activities in the region has increased the necessity of diversification in agriculture activities. This study aims to answer the following question: "What are the most important limitations in diversification of rural economic activities in Upper Ashkevar"?
Methodology
This survey is a practical one, regarding its aim and it is done by descriptive-analytic method. The population includes villages of Ashkurat district in Rudsar which is determined according to field studies in the region and exploratory studies. For assessment of studied variables, we used survey methods and documentary research methods to obtain the information needed. In documentary part, we collected data by reviewing the literature and theories and in quantitative part we analyzed data which were collected through field study and also by the information provided from some organizations. The study population includes villages of Upper Ashkevar rural district (53 villages) in Rudsar County. To determine the number of households, we used Cochran Formula and according to that, samples are 285 households. Alfa Cronbach coefficient is calculated 0.786. To analysis the impacts of infrastructural and basic variables, natural factors and social factors which are effective on the lack of diversification in rural economy activities, we used step by step multi regression analysis method. The studied region is located in Rahimabad district in Rudsar County, north of Iran. Its elevation is 1500 to 2000 meter above sea level. Its population has decreased from 2478 people in 2006 to 1619 people in 2011. Agriculture is the basic occupation for the villagers in this region. Environmental limitation especially droughts in recent decades and climate changes in most years have threatened the agriculture production in this area.
Discussion and Conclusion
One of the most effective factors to describe the presence of increasing unemployment, low income, migration from rural districts to cities, low level of production, and inefficient use of resources is lack of diversification in economic activities in rural settlements. This issue has a fundamental role in economic instability. Rural settlements in this region are affected by many factors including unevenness of the soil surface, weather, water resources, soil and vegetation, limitation of slope, cold weather, geographical isolation and lack of infrastructures. As a result, there is a sever instability in economy and population of this region; in a way that during two censuses in 85 and 90, population of this region decreased by 30%. Increase of unemployment, poverty, income inequality and as a consequence pressure on basic resources have resulted in environmental problems including soil erosion. The obtained results show that among all the different factors which were studied, the impact of infrastructural and basic factors is more than other variables. Then, environmental factors, economic factors and social factors are effective in lack of rural economy diversification respectively. Regarding this, providing and implementing development plans for expansion and improvement of infrastructure levels such as suitable road, supporting services for production and alternant industries can be effective in rural economy diversification of the region.

Abstract

Introduction
Regional development is one of those issues that have attracted lots of attentions by program-makers, especially the regional ones. A study on various levels of the major criterions including those of economic, social, cultural and health, particularly at regional level, is useful to determine the position of different regions, as it requires special considerations in regional level as well as determining conditions of national adaptation and conformity. So, as a country with various levels of development in different provinces, the rate of development of the cities and areas within a province cannot be the same. It may sometimes happen that due to the heterogeneous spatial distribution of development resources and different factors of economic, social and natural areas in rural districts of a province we cannot find any proper process of development. It seems that in the province of Ardabil, inequality and imbalances in optimal distribution of resources has caused the problem of concentration of facilities and services in the city dominated area that will consequently lead to the divergence and development gap among different regions. This is despite the fact that a little number of researches has done to determine the level of development of rural districts using different models and their integration as well as using the latest census results.
Methodology
This paper presents a practical article using descriptive analytical method. In order to collect basic information on the topic of different documentary methods based on library have been used. By documentaries methods collected theoretical principles related to the subject of the research and indexes. In this regard, due to the confronting limitations, we relied on to the determination of 13 indicators and variables in the field of infrastructure development. After collecting and processing information and required data in Excel, development levels of villages was calculated by means of multi-criteria decision making methods of TOPSIS, VIKOR, SAW and composite index of human development (HDI). In the following investigations done, Kapland method was used to achieve a consensus for the classification of rural districts. Finally, the results were illustrated in the form of maps using GIS to enable better analysis of spatial development in the province.
Discussion and conclusion
The study and comparison of rural districts in various aspects of economic, cultural, physical and spatial can significantly help Planners and policy makers in villages to take the right steps in the process of decision making and implementation of appropriate programs to provide them as many chances as possible to reduce regional inequalities. It is noteworthy that, currently, there are several statistical and cartographic methods of micro and macro ranking of rural districts providing different results as outputs. Thus, using new methods, comparing them with each other and choosing the best one is a matter of particular importance. In this study, after examining rural districts of Ardabil Province in terms of its underlying indicators, the following results were obtained. Results from ranking of rural districts in terms of different levels indicate that we should make a cautious use of multi-criteria decision-making methods (MCDM). The mere use of one or more quantitative model cannot reveal the reality of a society. Because, as we have already seen, TOPSIS, VIKOR, SAW, and HDI model have presented different results. For example, the highest level of development in TOPSIS model is dedicated to the rural districts of Mahmudabad, South Vilkij and Palnga. While in other models the highest level of development belongs to (rural districts of Kalkhoran, Eastern Angot and down Brznd in VIKOR), (rural districts of Eastern, southern and western Kishlak in HDI), (rural districts of Eastern Kalkhoran, and Eastern Khandbyl in SAW). Furthermore, using these four models showed different results in final ratings. As, the lowest level of development belongs to (the rural districts of Sabalan, Western Angot and down Brznd in TOPSIS), (the rural districts of Plnga, Kishlak Reza Qoli and low Brznd in VILOR), (the rural eastern districts of Minabad and Kalkhoran in HDI) and (the rural districts of western, eastern and southern Kishlak in SAW). It should be mentioned that the rural district of down Brznd has occupied the final ranking place just in the two models of TOPSIS and VIKOR. Eventually, by the use of the composite model of kapland we have resolved the problem and achieve a final ranking. Results from this model indicate that rural districts of Southern Senjed, Central Arshagh, and Eastern Angot have the highest and Arjestan, Alvarus, and Sabalan have the lowest level of development.

Abstract

Introduction
Considering the important role of agriculture sector in the rural economy, it has caused the development of rural economy in various environmental, social and economic aspects. Thus it can play a significant role in achieving sustainable rural development. To achieve such goals, a particular value must be given to natural, social, human and financial capital resources. Among these, financial capitals receive the highest level of importance. According to the relatively small amount of local benefits of villages along with limited financial resources, less capital flows can be seen to the agriculture sector. Due to the individual exploitation system in the form of micro-credit granting, this condition has caused government give an important value to the supporting procedures of agricultural sector. Karasf in Khodabande county of Zanjan province is one of those rural districts whose share of agriculture sector in its economy is highly remarkable. The relatively low income of farmers in this region together with bureaucratic mechanism of banking system to finance resources of agricultural sector provoked farmers to utilize micro-credits. As in the years of 1385-1392 about 30 thousands of credits was granted to the farmers of this region. Approximately about 66 billion Tomeans of microcredits allocated to this region. It has been concluded to some effective results for villagers in agricultural sector and consequently for the rural development of the study area of the project. the present research we are trying to evaluate the effectiveness of such credits which have been mainly used in agricultural sector. In this regard the following fundamental question raised:
- In which ways the allocated agricultural micro credits are being used?
- What are some socioeconomic effects of microcredits on the rural district and its nearby villages?
- What factors influence the effectiveness of agricultural microcredit in the intended rural area?
Methodology
This study done by the used of descriptive analytical approach. The statistical population includes exploiting farmers of different villages from rural district of Karasf in Zanjan province (20 villages), Agriculture Jihad experts (10 experts), and experts of agriculture bank (5 experts) in Khodabande county. The following steps were spent in order to sample and determine the sample size: Selecting sample villages, we initially determined the number of villages which were taking advantages of microcredits and then classified them through the frequency of targeted utilizing. Out of 20 villages which had received credits, the sample size of 4 was determined by means of an estimation method based on similar research experience. Then 4 villages of Karsaf, Paskuhan, Korechal, and Dalaye sofla were selected based on results from qualitative sampling. By the use of Cochrane method, 157 out of 2200 units which were taking advantage of microcredits (and had received the credits at least one time in 1385- 1392) selected as agriculture utilizing units. Then using random and stratified sampling methods a case group has been selected from four villages. The intended experts were investigated by census method. To measure the amount of effectiveness, criterions like bank credits for the installment sales of machinery, creating livestock facilities, credits granted for digging wells, providing engine, saving the cost of planting, sowing and harvesting, creating jobs, increasing the amount of production, increasing of revenue and preventing migration of villagers have been selected. Data collection has done through library and field methods. Questionnaires and questioning techniques have been used in parts related to field studies. Due to the subjective nature of the criterions, an ordinal scale used for evaluating data. To assess validity and reliability of the questionnaire, expert opinion and Cronbach's alpha have been respectively used with emphasis on internal consistency of data. Total alpha coefficient was about 82% which indicates high reliability of the questionnaire. One sample t test and rational arguments were used for analyzing data.
Discussion and conclusion
Measuring the effectiveness of agricultural microcredits in rural development indicates that some indicators are more effective than others. The increase of agricultural products (particularly crop products) is the most effective factor on the effectiveness of microcredits. Of course, some other significant factors like the increase of income and savings and decrease of the migration rate can be attributed to it. Results show that agricultural microcredits do not affect equally on different indicators of development- especially on socio-economic ones. Moreover, executive mechanisms of granted microcredits influenced by traditional approach (economic growth) are not necessary efficient enough. In this framework, effective factors like centralized management (up to down) and official and legal relationships have caused financial resources of local nature not to rely on micro-savings by people which has caused by itself the instability of such resources. This situation can be a consequence of different factors. Among these factors, the dominant approach of implementing the policy of agricultural micro-credit is one of the most important ones. A comparative study of the principles governing the granting of credits shows that in the study area, traditional thinking (affected by the perspective of economic growth) was dominant. In the other words, one-dimensional development of the study area influenced by microcredit is influenced by traditional thinking which is governing its role of credits in positive developments of rural areas.
