Abstract

Introduction
Social capital is a way of economic empowerment of local and rural communities with which they can overcome the poverty in these communities. Bourdieu underscores the convertibility of various forms of capital and the final alteration of all forms of capital into economic capital. He believes that among all types of capital, economic capital has the ability to convert to other capitals easily and quickly. However, social capital is no only difficult to convert, but also it cannot be easily used as a direct alternative for other forms of capital. Actors can have direct access to economic resources and capital through social capital.
In developing countries such as Iran especially in rural areas, social capital as an independent variable and its effects on economic empowerment or as Bourdieu argues the conversion of social capital into economic capital has been less investigated. This must be also the case for the areas in border of Marivan County. A large part of the borderline region of Marivan County in Kurdistan Province includes the villages of Khav and Mirabad Districts. Economic empowerment is crucial for these villages to maintain their population and hence the border security particularly for the piggyback cross-border smuggling phenomenon.  Accordingly, economic empowerment of the border villagers of Marivan County is an absolute necessity. The main questions of this study are: 1. What is level the economic empowerment of villagers and their social capital? 2. What is the relation of social capital to economic empowerment of the villagers?

Methodology
A survey method was used for a quantitative data collection by a questionnaire. The statistical population of the study is the villages of Khav and Mirabad District of Marivan County in Kurdistan Province. Khav and Mirabad District comprises one rural district including 39 villages, 32 of which are inhabited. Khav and Mirabad District is located in the west of Marivan County and the Iran-Iraq border.  The samples were selected by multi-stage cluster sampling. From a total of 32 inhabited villages in Khav and Mirabad District, 22 villages were selected as the sample. The selection of these villages is inconsistence with their geographical location and population. The selection of these villages is based on their geographical location and population. The independent variable of study or social capital was measured via 7 indicators. The indicators used are subjective participation, objective participation, social interactions, social cohesion, in-group trust, out-group trust and institutional trust. The dependent variable of the research or the economic empowerment of the villagers, examines the extent of the villagers' ability to increase income, create new jobs, save money, repay bank installments, etc.

Discussion and conclusion
Findings of this study show that social capital has inverse relation to the economic empowerment of the villagers. However, examining the indicators and their significance indicate that in-group social capital in the community has strengthened and out-group social capital has weakened. The relation of indexes of out-group social capital such as out-group social trust and institutional trust with economic empowerment was not significant, but their direction is positive. Although in-group social capital in the rural community has beneficial functions in rural ceremonies and collective actions, the emphasis on that and ignoring out-group social capital lead to reproducing traditional capabilities. Weak rural communication network and emphasis on in-group communication reduces the likelihood of novel activities and capabilities in rural communities. In fact, localized networks are good for developing small enterprise like farming, animal husbandry and retailing in the rural community, or latest informal jobs like piggyback cross-border smuggling and construction workers in Tehran.
Planners and public administrative in rural development have been taking the simplest way to empower the rural community, which is the allocation of small loans or a kind of distribution of money in the rural community. Despite its inefficiency, it remains the most common method of economic empowerment in rural communities. Gaining the trust of the villagers by rural community institutions, teaching new and relevant skills to the rural community, avoiding the money distribution among the villagers in the form of loans, using social capital within the villagers to form cooperatives production are the strategies with durability and more effectiveness

Abstract

Introduction
Providing qualified, healthy and enough food for the population of the country has always been a fundamental issue for government officials and experts. At the same time, the economic growth of the society, the raise of consumption of livestock products in the household and the growth of the population have increased the demand for these products. Given these, conducting new scientific research for sustainable development of animal husbandry and promotion of livestock production is one of the inevitable strategies. Kerman Province has a dry/arid climate, but due to its large rangelands, it is one of the traditional nomadic places for rural livestock activities in the country. Because of unbalanced distribution, some areas of Kerman Province have a good ability to produce livestock, especially in rural and nomadic areas, which has a large share in supplying meat and dairy products needed for local people and even exported to neighboring places.  At present, the north of Kerman province is ranked the 13th red meat, egg and honey producer, the 17th milk producer and the 18th chicken meat producer. The amount of animal husbandry employment in this province is 40%. A small amount of studies in Iran investigated structural and institutional factors influencing the sustainable development of the livestock industry. This is a common issue for other countries too.  Studies have been mostly on the factors on sustainable development of other sectors such as tourism, sustainable rural development, etc.

Methodology
According to the purpose, nature and method, this study is considered as an applied and descriptive-analytical research, respectively. The statistical population consisted of three groups: experts of the deputy for livestock in Agricultural Jahad Organization of Kerman Province, experts of the Animal Sciences Research Department of the Kerman Agricultural Research Center, and some representatives of private sector organizations. 20 individuals were selecetd from these groups.  The data collection tool was a questionnaire including 70 close questions. This questionnaire was divided in 7 domains (indicators): vision, objectives and macro strategies in policy (4 items), process and cycles of input supply and sales of livestock products (4 items), vision, objective and strategies for sustainable development of livestock industry (12 items), upgrading the capacity of existing economic activities in the livestock industry (18 items), sustainable development programs in the livestock industry (10 items), effective mechanisms in sustainable development of the livestock industry (13 items), social and institutional  requirements for implementation of development projects (7 items). 

Discussion and conclusion
The results of the study obtained using descriptive and inferential statistics showed that for the vision, objectives and macro strategies in policy for Kerman Province in the official documents (before the Sixth National Development Plan and after two-year implementation of the Plan), the most successful livestock was first the heavy livestock and then the poultry. Light livestock and aquatic animals are the next prospering livestock before the Sixth National Development Plan. However, the performance of the two-year implementation of the Sixth Plan has been less successful than the previous plans, so this need to be addressed in planning and policy making. Regarding the process and cycles of input supply and sales of livestock products, experts believe that supplying the inputs (fodder and concentrate, chickens, genes, vaccines, medicine, etc.) before production, and then services and supply during production, such as veterinary and health services, technical guidance to production units are the most effective measures. On the other hand, marketing procedure and products supply to the final consumer as well as the collection, processing and processing of livestock products are less important. Therefore, the problems of providing inputs and fodder and services should be a priority for the relevant organizations. One of the most effective indicators of sustainable development of the livestock industry in the north of Kerman Province is the income enhancement. Consequently, any policy for sustainable development of the livestock industry should first increase the income for the ranchers. The experts also believe that the facilitation of the Agriculture Jahad Organization is the most effective action for enhancing the capacity of economic activities in the livestock industry. The facilitator enables the group or organization to operate more effectively, increase collaboration, and create cooperation. The facilitator also encourages individuals to participate, understand each other, and collectively do tasks. Among the current programs for sustainable development of the livestock industry in the north of Kerman Province, increasing production and productivity is of the highest importance from the experts' point of view. Improving the entrepreneurial attitude and identifying human resources in the livestock industry to implement projects are the other variables that can pave the way for improving and promoting the sustainable development of the rural livestock industry in the north of Kerman Province.

Abstract

Introduction
One of the most important conditions and challenges that have affected the life in border areas is the border economy. Border economy refers to trade and economic exchanges and interactions across borders that can lead to economic and social change in border areas. These exchanges and interactions may take place legally or illegally, and formally or informally.  In any case, all these actions will have extensive social and economic consequences for border areas. The extension of these consequences for border villages might be vital because of proximity to border and the weakness of social and economic conditions. In this situation, border villages are marginalized as areas with low competitiveness and exchange capacity to be part of the development programs, policies and strategies. Border villages are also exposed to growth and continuity of opportunities and threats which affect the quality of life and the needs of residents. This situation can seem more complex when we add the access to services, the ecological threats of border areas, and the issue of migration.  Regarding all these problems, habitability of rural areas is so challenging.  The present study with a sustainable development and rural habitability perspective investigates the effects of border economy on the habitability of rural border areas of Khav and Mirabad District. So the questions of the study are as follows: how the socio-economic habitability of the border villages and to what extend the socio-economic condition of these areas is instable?

Methodology
A qualitative methodology has been adopted for this study. Among the qualitative methods, the grounded theory is suitable for developing theoretical framework, which recognizes the social problems. It has characteristics such as theoretical capability, continuous and active relationship of the researcher with the topic and flexibility. Due to the nature of the present study, we used the "semi-structured interview" tool. Theoretical and purposeful sampling methods are used to select the interviewees who were asked the questions related to the research objectives. The length of the interview varied from one to two hours at their place of residence. Interviews were conducted with 46 key informants, including rural mayor, councils and religious actors in Nanur Rural District in Baneh County. According to the geographical location, Nanur Rural District has 17 villages located near the borderline. The existence of Siranband Border Market and Baneh free trade zone has given a special sitution to these villages.

Discussion and conclusion
The interviews findings showed that the border economy has strongly affected the living conditions of residents. Geographical and border conditions have shaped this situation. Uneven land elevation, land fragmentation, avoiding to use land resources, land conflicts are the most important components of the border consequences. Opportunistic attitude of border residents, lack of education, increasing dependence of villagers on public financial support, defective border markets and increasing smuggling of goods, land grabbing by capitalists are some reasons for shaping border economy of these areas. These indicate that border communities have been experiencing social and cultural transformation. Given that, the areas are facing a decrease in the economic balance. In addition, factors such as institutional barriers to production, lack of investment in agriculture, animal husbandry and industry, and security and militant orientation to these regions have contributed to the border situation, which implies the weakness of development infrastructure. We concluded that the consequences of cross-border economic effects on rural habitability was instability and reduced socio-economic resilience. Components such as high price, dependence on public support, high unemployment and lack of sales of villagers' products, and transaction intermediaries have led to poverty and instability and livelihoods reduction in the villages. However, the villagers and organizations have taken measures to deal with these consequences. Rural development and reconstruction, agricultural prosperity and turning to modern animal husbandry, reverse migration have been among the actions of the villagers, which have brought about positive results. The public organization actions such as issuing border cards and fuel cards and establishing border cooperatives have been temporary and had negative results due to political and ideological issues, and even aggravated the instability of the villages.

Abstract

Introduction
Economic actors must be prepared to identify and plan risks. In other words, businesses need to improve their resilience. Improving business resilience consists planning for risks and businesses capabilities for surviving and thriving despite unfavorable conditions. Business resilience is the structural and procedural dynamics that enable businesses to have the capacity to address challenges. Survival and development of businesses operating in today's unstable environment depends to some extent on their resilience. In this regard, eco-resorts call for improvement of their resilience capacity. Resilience capacity enhances the ability of eco-tourism businesses in the face of specific situations and accelerates transformational actions in the event of unexpected and important events and contributes to the long-term survival of the organization. To this end, the purpose of this study is modeling the resilience of eco resorts in rural areas of Giulan Province.  A literature review was conducted and verified the research gap in the importance of business resilience in rural areas and highlighted that no study has been conducted to address this issue. Also, it should be noted that the rural economy is not merely economic, but also social, political and security aspects, and this study can contribute to new perspectives on this matter.

Methodology

The present study is exploratory. The study uses a qualitative method and specifically a grounded theory, to model the resilience pattern of eco-tourism businesses in rural areas of Gilan Province. Semi-structured interviews with key practitioners and informants were used as the means of data collection. For this purpose, a snowball sampling was used. 18 interviewees were selected and the collected information reached saturation point. For data analysis, the systematic method of Strauss and Corbin was performed in three main steps: open coding, axial coding and selective coding. After conducting interviews and integrating common themes using the grounded theory method, the categories were divided into six groups: causal factors, context factors, axial phenomenon or component, intervening factors, strategies and consequences, and ultimately a paradigmatic model was designed. The validity of the research tool was confirmed by participants, and peers. The reliability of the results was evaluated by several experts on the topic and the final model was extracted.

Discussion and conclusion
Based on the findings, the causal factors of the research include the variables of entrepreneurial attitude (including entrepreneurial awareness and identification, discovery and creation of opportunities in rural areas), entrepreneurial orientation and leadership, entrepreneurial characteristics, technology-based entrepreneurship and strategic entrepreneurial perspective of business owners in this rural region.
Also, intervention factors were identified as variables of creative and innovative milieu, entrepreneurial culture of rural areas, customer service and networking between entrepreneurs and residents of rural areas, communication and coordination within the organization and stakeholders, social exchange of the local community.
The context factors of the research consisted of the development of public and technological infrastructure in rural areas, improving the macroeconomic and social environment, promoting institutional arrangements (government, public sector and market), rural destinations and attractions and their uniqueness.
Eco tourism business resilience strategies comprise creating virtual social networks for promoting rural businesses, financial supports, administrative supports, political supports, legal supports, advertising, marketing and branding of rural businesses, improving individual and managerial skills of rural economic actors, reviewing business plans, strategic planning of human capital, providing a sustainable competitive advantage (competitiveness) for rural businesses and knowledge management for local people.
In conclusion, the resilience of eco-tourism businesses leads to consequences such as sustainability, durability and flexibility of rural businesses, exploiting business opportunities in rural areas, creating security in rural areas by establishing sustainable development (socio-cultural, economic and environmental), job creation, social welfare, prosperity of the local economy and reverse migration to rural areas.

Abstract

Introduction
Sanctions are means to avoid violence in order to intentionally purchase or trade with a person, organization or country as an expression of protest, usually for moral, social, political or environmental reasons. Sanctions on Iran can be divided into seven categories in terms of their character. Financial sanctions of commercial banks and central banks, sanctions of the European Union and international organizations, sanctions of mercantile (import and export) and investment, sanctions of petroleum, sanctions of knowledge and technology, detention of international property and assets of Iranian individuals and organizations, and sanctions of transactions with Iranian individuals and organizations. These sanctions have influenced different aspects of Iran's economy as have been highlighted by the researchers. Sanctions affect production and welfare, optimal portfolio of investors, economic growth, environmental pollution, the countries’ major trading partners, etc. The damage caused by economic catastrophe and its impact on people varies at different scales. Many studies underlined that villagers are highly vulnerable due to poor economic conditions. Also, it should be noted that the resistance and reconstruction of the national economy in the face of sanctions requires a change in the management of microeconomic resources which are the potential factors of economic growth. In regard to the effects of economic sanctions on the economy of rural areas, in this study the indicators of rural economy were investigated to evaluate and analyze its relationship with sanctions in the period 2012 to 2018.

Methodology
The purpose of this article is to examine the effects of US sanctions on the rural economy in the Islamic Republic of Iran. In order to do that, the study used a descriptive-analytical method. A literature review was conducted to refer to domestic and international published papers in Normags, Jahan-e-Islam, Science Direct, etc., and was used for the theoretical foundations of the study. Furthermore, the secondary data available in the Statistics Center of the Islamic Republic of Iran in relation to rural economics was utilized for the evaluation.  Due to the novelty of the topic, there was a shortage of academic source about economic sanction and its relation to rural economy.  

Discussion and conclusion
The findings confirm that the sanctions have had a significant impact on Iran's economy, especially the rural economy. Although Iran's agricultural sector experienced positive growth in 2019, the growth is not stable and in case of recurrence of disasters such as drought and water scarcity will be weakened. Petroleum and gas export has been the main sources of Iran's economy after the 1980s war. The value added of the crude oil and natural gas extraction sector in 2019 continuously decreased to 35%. This strategic sector of the country's economy started to drop in the fall of 2018 at the same time as imposing sanctions against the country. This amount was 33.5 % drop in the fall of 2018, and in the winter of the same year, it dropped to 26 %. in the spring of 2019, the sector growth was negative 41%, in summer of this year was negative 47%, in the fall was negative 15.3% and in the winter was negative 26.8%. Based on the data from the Statistics Center in 2016 (after the Joint Comprehensive Plan of Action), the growth of fossil energy sector is higher than the average growth of other sectors, and the size of Iran's economy with oil will be larger than the size of the economy without oil, which is ignored by opponents of the Joint Comprehensive Plan of Action. On the other hand, the significant fall in Iran's foreign exchange earnings immediately appeared in the Iranian industrial sector from 2018 to the fall of 2019. Meanwhile, the villages have been significantly affected by these sanctions due to their weak and fragile economy. The effects are shrinking household size, significant decline in agriculture sector, crop production, revenue, income gap, etc.

Abstract

Introduction
Culinary tourism may have many economic benefits for rural areas. Many practitioners consider this type of tourism as a tool for rural development that can stimulate the local economy and support existing jobs and create new jobs in these areas. Food tourism events have recently become a major means for economic development in villages and local areas. The question of the study is to what extent culinary tourism has been able to be effective in maintaining economic growth and development in the rural areas particularly the north regions of the country and foster the survival and stability of the villages.
 
Methodology
 The present research is applied in terms of purpose and a mix method (qualitative-quantitative) study in terms of data collection. The qualitative part consists of a content analysis and the quantitative part is descriptive-exploratory. The method of data collection is a desk research and a field study using semi-structured interviews and a questionnaire. The research population is also divided into qualitative and quantitative. The research community for the qualitative part comprises the experts of the Tourism and Cultural Heritage Organization, as well as professors on rural planning and development in Mazandaran Province. The characteristics of them were high experience as a manager, knowledge of the research topic, and they were selected in a purposeful and snowball method, so 16 people were selected to achieve a saturation. The statistical population for quantitative part was a limited and included 375 restaurateurs, accommodation owners, hotel owners and experts of the Tourism and Cultural Heritage Organization. 182 of them were randomly selected using the Cochran's formula. Coding was the data analysis tool for qualitative part and Delphi technique was used to design the model in quantitative part. Finally, the model was obtained using the structural equation modeling and PLS Smart software.
 
Discussion and conclusion
In many countries, food tourism is closely in consistence with agricultural policies and is often deemed as a means to support a sustainable rural economy. When it comes to sustainability in rural development, economic growth and poverty alleviation for villagers along with optimizing the social structure of their communities, which is obtained by equitable distribution of services and promoting sustainable livelihoods. Non-agricultural activity diversification in rural areas accelerates the process of sustainable development, not only economically but also culturally and socially. Since Mazandaran Province is popular tourist destinations in Iran, it has the capability to utilize food as a tourism axis in this province. The present study demonstrates that for the culinary tourism in the studied area, the three categories of marketing, services and planning should be attended. This will result to sustainable income, economic growth and sustainable employment, and ultimately to foster a sustainable economy. All indicators for the model of culinary tourism on sustainable rural economy of Mazandaran were confirmed. These findings show that the aspects of food tourism, sustainable income, economic growth and sustainable employment have been able to form a model for analyzing food tourism in a sustainable rural economy. In conclusion, the aspects of the model and the underling hypothesis were validated.

Abstract

Introduction
 Empowering the villagers - as a new approach to development - is very effective in increasing the income and development of rural settlements. In other words, Rural development is not possible without empowering the villagers. Because the change and development of knowledge, skills and attitudes of the villagers from the empowerment process is the basis of sustainable rural development, and as the villagers welcome new ideas and methods, their thoughts change followed by it. As a result, a new attitude is created in them towards agricultural and other economic activities in rural areas and by promoting their cognitive capacities (awareness and knowledge), they provide the conditions for sustainable rural development.
The purpose of this study was to rank rural settlements in terms of factors affecting the empowerment of villagers in the Chandar district in Savojbolagh county.

Methodology
This research is applied in terms of purpose and quantitative (survey) in terms of research approach. The statistical population includes the residents of 10 densely populated villages of Chandar district of Savojbolagh county with a population of 12764 people and the sample size was obtained using Cochran's formula of 384 people and based on the population of each village, the sample ratio of each village was determined. To compare and rank the villages, based on library studies, six combined indicators (components) including interest and motivation, education, participation of villagers, tourism, relief committee services and geographical capacities have been used as factors affecting empowerment. The data collection tool is a researcher-made questionnaire. The validity of the questionnaire was confirmed using the opinions of five experts and its reliability was obtained using Cronbach's alpha coefficient of 0.82 for a total of six indicators. The villagers' answers to the questions were entered into SPSS21 software and the average of each index in the villages was calculated. Then Dematel method was used to weight the indicators. Vikor technique was used to rank the villages in terms of empowerment indicators.

Savojbolagh county with an area of about 2785 square kilometers is located in the west of Alborz province. It consists of three districts called Markazi, Chandar and Chaharbagh, nine townships named Saeedabad, Hugh, Chandar, Baraghan, Ramjin and Chahardangeh and fore cities named Hashtgerd, Hashtgerd new city, Taleghan and Chaharbagh. According to the 2016 census, the population of Chandar district is equal to 28841 people. Among the villages in this section, 10 villages with a larger population were selected for this study.

Discussion and Conclusion
Given that a quarter of the country's population lives in rural areas and still faces deprivation and underdevelopment in many areas, many urban problems, such as marginalization and urban poverty, are rooted in unresolved issues in rural areas; Therefore, rural development is a priority in planning. In this direction, one of the important approaches for rural development is the empowerment of local and rural communities. Empowering villagers will alleviate poverty and reduce deprivation, increase rural entrepreneurship, and promote rural justice. The empowerment of the villagers themselves is influenced by factors. In fact, empowerment needs stimulants and reinforcers. In this study, six factors of interest and motivation, education, participation of villagers, tourism, relief committee services and geographical capacities were selected as effective factors on empowerment of villagers in Chandar section of Savojbolagh county.
According to the ranking of Vikor index from the lowest score to the highest score, Kordan village is ranked first, followed by Ghezel Darreh Farm, Fashand, Hassanabad Farm, Aznagh, Sebistan, Harjab, Kooshk Zar, Imamzadeh Shah Hossein and BanuSahra are located respectively. Among the indicators affecting empowerment, the indicators of participation, interest and motivation, respectively, had the most role, followed by the geographical capacity, training and services of the Relief Committee in the next ranks. The tourism index is in the last place with a difference. With this study, in addition to ranking the villages in terms of the level of empowerment, the importance of indicators to influence the empowerment variable was also determined and the indicators of participation, interest and motivation, environmental capacity and education can be emphasized more. On the other hand, villages that are in the lower ranks in terms of capability, such as BanoSahra, Shahzadeh Imam Hussein, Koushk Zar, Harjab, Sebistan and Aznagh should also be given priority in the programs.
Thus, by studying the status and level of empowerment indicators in other villages, it is possible to understand the spatial and content priorities of planning for empowerment measures in rural communities. It is obvious that for this purpose, several indicators in individual, institutional and environmental dimensions must be used.

Abstract

Introduction
Given the nature and characteristics of rural communities, rural development experiences in different countries of the world over the past few decades show that the problems of rural incomes (economic weakness) and its social, cultural and political consequences can not be solved by The transfer of technical knowledge and technologies as well as the transfer of material capital to the settled rural areas were considered, Rather, a more important element that should be considered by rural policymakers and experts is the emphasis on the development of small rural businesses and the provision of the necessary conditions for their growth and development. Therefore, by recognizing the current situation in the regions of the country and extracting the advantages and challenges of each region, we can discover the hidden employment opportunities of that region with the participation and financial support of entrepreneurial institutions and organizations and develop and sustain the existing opportunities. . In this direction, small businesses have been considered as a tool for the development of local employment due to the abundance and privileged share in the employment of villages in the central part of Kalaleh city. A review of the studies shows that although many studies have been conducted to review small rural businesses in Kalaleh, but so far no study has been done on the impact of organizations and institutions in charge of entrepreneurship on small rural businesses in Kalaleh. It seeks to answer the question that what effect do entrepreneurial organizations and institutions have on creating small businesses in the villages of Kalaleh city?

Research Methods
The statistical population of this study includes households living in villages in the central part of Kalaleh city. Using Cochran's formula, 30 villages and 384 heads of households have been selected as a sample. In this research, based on theoretical foundations and research background, three groups of business impact indicators (economic, social, physical), support of organizations (financial, educational and technical consulting, legal), field of support (agriculture, services, industry) are used. Has been. The Topsis model has been used to rank the sample villages.

Research Methods
The research method in this study is descriptive and survey which has been done using cost-benefit analysis method and project financial indicators for each project in the valley center and its average for each center. It is one of the most efficient techniques in financial and economic decisions. Discussion and conclusion
Stations and farms under the auspices of the organization's affiliated research centers in the provinces have the appropriate capacity to design, plan and implement economic activities in the form of defined and developed economic projects. In the 12 research centers surveyed, there is a capacity to implement over 70 economic projects with appropriate economic returns, which can double the economic income of provincial research centers. In general, about 50% of the economic capacity of agricultural and rural areas is used under the auspices of agricultural research and education centers and natural resources of the studied provinces. For the other 50 percent capacity, which is already in place, economic targeting and planning is required. This is presented in the form of proposed revenue-generating projects, whose average return on investment is estimated at 91% with a useful life of 8.5 years.
In order to implement the programs in the form of economic projects at the level of the organization's affiliated centers, the required funding is the basic need of these projects. Since it is not possible to invest by the government, it is necessary to use the participation and investment of the private sector. Achieving this also needs to be accelerated and facilitated. In this regard, it is necessary to carry out the necessary studies from the legal, financial and administrative aspects, and the required regulations should be issued and communicated in the form of by-laws and implementation instructions.
The results of the study show that it is less used in large research centers with economic activity capacities, in other words, the distance between the actual and potential situation is greater. Therefore, there is a greater need and priority to develop a comprehensive economic development plan with the participation of the private sector. This requires an alteration in traditional farming systems and methods, including soil cultivation and open field cultivation (cultivation in farm and garden) and their replacement with new and high-yield methods such as hydroponics.
Hydroponics, despite the need for sufficient expertise and relatively high initial capital compared to soil cultivation,  has several advantages such as high yield, low labor requirement, no need to observe crop rotation, weed control, plant growth uniformity, minimum water loss, Lack of competition of plants for water and nutrients, the possibility of providing food supply in accordance with the needs of plants, less use of chemicals and as a result healthier crops. Another advantage of this system is its applicability and use in various levels, including large greenhouses commercially and small home scales. In-home environments, by using unused spaces such as homes’ rooftops, indoors and even parking lots and so on, the required products can be easily produced organically. By using the mentioned method and by employing the professional and the youth of the country and also by considering the numerous advantages of hydroponic systems, not only it creates jobs and entrepreneurship, but also helps the development of the country's economy by producing valuable products.

Research Methodology
Due to the importance of the subject, the general purpose of this study is to scrutinize the role of hydroponic farming in the prosperity and the production leap and, consequently, the economic development of rural areas. The present study is in applied form and in terms of the method is descriptive-analytical based on field studies and the statistical population is the villages of the central district of Gorgan County. After identifying and designing the indicators, a questionnaire was prepared that by using Cochran's formula, 240 employers and hydroponic farmworkers, as well as villagers, were selected and interviewed as a sample population. Finally, using the T-test and Mann–Whitney U test, multiple linear regression test, and cluster analysis  (compression type) in the SPSS software environment, data were measured and analyzed.
Gorgan has a privileged geographical position and excellent climatic conditions due to its location which is between a vast and fertile plain and mountains covered with forests and also its relatively short distance to the Caspian Sea. This County is bounded by Aq Qala city from the north, Semnan Province from the south, Aliabad County from the east, and Kordkuy County from the west. In terms of area, Gorgan is 1615 square kilometers (7.91 percent of the province) and the average height of the city is 155 meters above sea level. According to the country divisions in 2016, it consists of two central parts, Baharan and five Rural Districts (Estarabad-e Jonubi, Anjirabad, Roshanabad, Estarabad-e Shomali, Qoroq) and 98 villages.

Results and discussion
The results of the independent t-Test indicate that there is a significant difference in the production of summer crops per unit area between the two studied methods and the income of landowners with a 99% confidence level. The results of the Mann-Whitney test also indicate that there is a significant difference of 99% among the chemical fertilizers absorption coefficient, pesticides, and the apparent quality of crops. Moreover, the results of the multiple linear regression test to explain the effectiveness of hydroponics in multiple fields show that their satisfaction with hydroponics is very high. In other words, the hydroponics method not only reduces water consumption and increases production per unit area and demonstrates the 99% relationship, but also partially improves the absorption of pesticides and chemical fertilizers in the plant. The results obtained or the coefficient of determination obtained in the regression indicate that hydroponic farming was effective up to approximately 88% in increasing crop production per unit area, reducing water consumption and increasing the fertilizers and absorption coefficient, and also increasing farmers' incomes. Cluster analysis was used to measure the development capacity of hydroponics in the target villages and they were classified into four categories in terms of development capacity. Villages of the first cluster (Karimabad and Saadabad) and villages of the second cluster (Lamlang, Jelin, Kheyrat,Fayzabad and Ziarat) have the highest development capacity of hydroponics, respectively. The villages of the third cluster (Maryamabad) and the villages of the fourth cluster (Qarnabad, Dodangeh, Ahangar Mahalleh, and Tushan), although they have good capacity in different fields, they have a lower capacity in comparison to the villages of the first and second clusters.

The present study is considered as an applied research according to the research objectives and results. According to the method of data collection and implementation method, the research is a descriptive correlation with the survey strategy. In order to express the reasons for changes in social phenomena, in terms of numerical analysis of data, little research has been done. The statistical population in this study is women farmers in Delfan city. The sample size was calculated using Cochran's formula of 200 samples and stratified sampling. Based on this, first 5 villages were randomly selected from 10 villages of the statistical population, then 19 villages were randomly selected from the selected villages to fill in the questionnaire. The statistical sample size of this study includes 200 women farmers. In order to collect information about the opinions of women farmers about the factors affecting agricultural activities in this study, two methods of documentary study (library) and survey have been used. To collect information by referring to books, documents and scientific articles, valid statistics of organizations and institutions related to the library method. A system such as a social system, ecosystem, or complex human-environmental system can provide sufficient self-organization to maintain structures and processes within a coping process or adaptability. A review of structuralist and economic views in consistence with the rural geographical perspective as a major field of researching on natural hazards on reveal that vulnerability to climate change and economic inequality are positively correlated. In this context, frequent occurrence of environmental hazards in rural geographical spaces, has required special attention to the research, lessons learned and lived experiences about resilience to reduce and moderate economic and livelihood vulnerability in rural settlements. In this regard, investigation and analysis of global studies in the field of rural economy resilience are necessary, due to the large number and dispersion of the country's villages, the vulnerability of rural settlements in the face of various risks and hazards and the consequences. Therefore, the extensive analysis of valid scientific documents and a lot of world-produced knowledge in this field can help most of the studies and economic empowerment programs of local communities in Iran.

 Methodology
This research is applied study that has used scientometric approach to review scientific documents. The present study is a type of scientometrics. In this research, the method of social network analysis with an exploratory approach has been used to explain and analyze the co-authorship and co-authorship of related researches in the whole network. Therefore, the main purpose of this study is to systematic analysis of knowledge network and mapping the rural economy resilience by examining the network of both co-authorship and co- occurrence in this field to determine the sources and trends of knowledge and its shortcomings. The data were collected from the Scopus information database and was analyzed with algorithms based on social network analysis in VOSviewer software. To this end, we used census method, collected all scientific documents (including articles and books) related to the field of "rural economy resilience" in English inserted in the title, abstract and keywords from Scopus database in several stages from 1980 to the end of March 2022.

Discussion and conclusion
The findings showed that among more than 1105 scientific documents and 3493 authors, the United States, United Kingdom and Australia, China and Italy had the most publications and authors such as Salvia, Quaranta, Shaw and Castillo had the highest citations. Co-occurrence of words analysis revealed four research clusters in rural economy resilience studies are: governance, climate change, sustainable development, and poverty. The results showed that the discourse of rural resilience is in line with the global discourse of resilience, so any plan to promote the resilience of the rural economy must be coherent and comprehensive and take into account all studies, authors and leading research. The findings of this study can have valuable guidance for rural geography researchers and open new horizons for them. Abstract

 Introduction
One of the most prominent features of the economic landscape is the intense geographical concentration of economic activity. Economic activities tend to be located in specific locations (for example, near markets or raw materials) and often some industries are concentrated in specific areas. Surveys show that out of 619,000 cattle and calf farms in the country, only 27,000 (4%) operate industrially. However, the share of the number of cows and calves and milk production of industrial farms from the total number of farms in the country is 32% and 58%, respectively. In this paper, the spatial distribution analysis of industrial cattle farming will be performed in two stages. First, the pattern of spatial distribution in the provinces in 2013, 2016 and 2019 has been studied, and then, using spatial regression method, more details of the regional concentration in industrial cattle farming are provided. More precisely, it has been tested to what extent natural and geographical factors, transportation, raw materials, are able to explain the spatial pattern of the geographical concentration of industrial cattle farming.

 Methodology
The research is applied in terms of purpose and exploratory-confirmatory in terms of method. The research data are related to the number of active dairy and beef cattle’s divided and showed by provinces and extracted from the results of the census of the industrial cattle farming of the country in 2013, 2016 and 2019. The main determinants of the research are: percentage of barley production, percentage of forage production, average elevation, GDP, average temperature, average rainfall, road network density and population percentage.
Poisson global regression (GPR) and Poisson geographic weight regression (GWPR) were used to model the spatial distribution of industrial cattle farming. The mentioned models are performed in ArcGIS, GWR4 and the maps are prepared in the illustrator software.

Discussion and conclusion
This study aimed to model the spatial distribution of industrial cattle farming and its main determinants in the provinces of Iran. The results showed that the spatial and temporal distribution of industrial farms in the studied periods show little spatial and temporal variability. The results showed that the GWPR model has a better performance compared to the GPR model due to the fact that it shows the spatial variability of variables according to local conditions. The mean height showed a positive relationship. Active industrial farms are mainly concentrated in the central, southern and northeastern regions, where on the one hand it is far from mountainous and high areas and on the other hand the average temperature is high and the average rainfall is lower. But in local modeling, the relationships of these variables change according to local conditions and are not the same throughout the space. The results of this study show that the relationships between the distribution of industrial cattle farming and its determinants among the provinces of Iran both change in direction and intensity.

 Methodology
This research is an applied and descriptive-analytical study. we used documentary and library methods for theoretical framework and to investigate the factors affecting the formation of smart growth in rural settlements, field study and the questionnaire were used. The statistical population of the present study consists of two groups. According to the assumption that smart growth infrastructure is probable in large villages, we selected over 1000 people villages as the experimental group villages. Also, in this study, cluster sampling method (multi-stage) was used. For this purpose, in the first stage, among 4 districts of Jiroft County and 14 rural districts of this county, according to the 2016 census, 11 rural districts were selected as a cluster sample. According to the 2016 census, this city has 30 villages with a population of more than 1000 people (Jabal Barez 2 villages, Markazi 21 villages, Ismaili 7 villages). To determine the sample size of villages, Cochran's formula was applied. In this formula, to take advantage of 95% confidence level, accuracy coefficient of 0.05 and variance = 0.15 d2, the sample size of 18 villages has been determined. Among rural households, according to Cochran's formula, 261 households were selected as a sample and were randomly interviewed.

Discussion and conclusion
The extent smart growth and sustainable development affect all members of society from the lowest to the highest level. Therefore, improving the status of smart growth indicators can provide the basis for sustainable rural development. We examined different sources as well as the characteristics of the study area and ended up with seven components of local economy stability, environmental quality improvement, density and intensive development, housing quality improvement, transportation and communication, local community stability, and physical texture improvement. From the perspective of rural respondents, the indicators of rural smart growth, transportation and communication and physical texture improvement, respectively, were the most important indicators of rural smart growth. From the experts point of view, based on a pairwise comparison of components, the components of local economy stability, transportation and communications, housing quality improvement, environmental quality improvement with weights of 0.303, 0.204, 0.132 and 0.126, respectively, were the most important factors affecting smart growth. Also, the components of density and intensive development, improvement of physical texture and stability of the local community with weights of 0.065, 0.081 and 0.089, respectively, are the less important factors. Finally, for spatial analysis of smart growth indices, the combined weighting method of AHP and COCOSO were used. Narjo and Sogdar have the lowest rank in terms of intelligent growth indicators. The research findings are in line with the results of other researchers. For instance, Tregear & Cooper 2016 believes that smart growth can help by making rural settlements more livable, sustainable economic development, creating diverse and affordable housing options, and maintaining ecological, social, economic, and physical sustainability, resulting in significant benefits for rural communities.

Abstract

Introduction
Rural youth, as one of the most important human resources, constitutes a large part of the population and workforce of the rural community and play a valuable role in improving the economic and social situation of rural families. This is a capable resource to transform villages from unfavorable situation to favorable situation. Over the past few decades, migration has led to an aging rural population. Because most of the immigrants are young people, and often, they are the ones who tend to leave the villages to stay in the cities. Both migration and increasing age of the villagers become the main concern in rural areas. Therefore, it is necessary to analyze the situation and adopt scientific and executive strategies to manage it. In this paper, we study the migration motivation of rural students in field of agriculture at Zanjan University.

 Methodology
This research is an applied study which uses a survey in data collection and a correlation for analysis. In the present study, the factors affecting the migration motivation of rural youth were identified through a literature review and a research questionnaire was applied to find the correlation for the factors. The population of this study consisted of rural students studying in the fields of agriculture at University of Zanjan in 2018-2019 (N=210). The sample size was determined using the Krejcie & Morgan table (n=132). We used a stratified random sampling method to select the students for this study. Finally, the data were analyzed with SPSS software version 24.

Discussion and conclusion
The migration of educated youth from rural to urban areas is an alarming phenomenon in the geographical space of the country. The reason is that the situation can reduce the ability and motivation of the agricultural labor force in rural areas and lead to the waste of human capital in the country. Given that any planning in rural areas is directly and indirectly related to population structure and quality, it was important to study the factors affecting the willingness of moving out in rural youth.
The results showed that the number of family members living in the city, the desire to live in the village, life satisfaction, the amount of participation in agricultural activities, irrigated land owned by the family, accommodations and economic amenities in the urban areas and employment problem and difficulty of establishing business in the rural area are the most important reasons for the migration of agriculturally educated rural toung people.
Based on the results of logistic regression, the difficulty of establishing business in the rural area had the greatest impact on the inclination of migration. This finding reflects the fact that the most important priority of rural agricultural students is to achieve a job and create a business.  Thus, it is suggested that the problem needs to be solved by promising an employment package for the agriculturally educated rural youth. These packages consist of the cases of financing through the allocation of low-income employment loans with minimum bureaucracy, consulting and training to start the businesses required by the market and marketing and sales program. Also, based on the results of regression analysis, it was found that the two variables of life satisfaction and the amount of participation in agricultural activities had a positive effect on migration tendency. This indicates that the more satisfied young people are with their lives, the greater their desire to migrate. This finding, along with increasing the tendency to migrate by increasing the participation of the rural youth in agricultural activities, indicates the fact that the desire to migrate among young people is not due to ignorance and lack of knowledge but is based on the existing knowledge and realities of rural society. As students' experience and knowledge of the agricultural situation increase, they come to the unfortunate conclusion that migration is a better way to achieve their goals. Using exploratory factor analysis, strategies to strengthen the rural economy by increasing the desire of rural youth to live and work in rural areas after graduation were summarized in two factors including facilitating the market of products and employment in rural areas and developing public and private investment in rural areas and agriculture.

Abstract

Introduction
The first step in spatial planning is the recognition of the environment and its latent capabilities. However, planning for development, especially rural development, should be based on a real understanding of the potential and talents of rural areas. Evidently, a major factor implicated in the failure of rural development planning is the negligence of the environment; indeed, any geographical space has its own potential, capabilities, and facilities for development. Human communities cannot survive apart from economic, social, and physical factors and depend on nature, especially the environment, to meet their basic needs.

Methodology
The research was an applied, non-experimental, library, and document based study with a quantitative paradigm. The statistical population was composed of rural areas in Isfahan Province of Iran. The study was conducted at the county level so that 24 counties in Isfahan Province were investigated in terms of rural economic development. The research had two sets of variables.  a dependent variable, i.e., rural economic development, and independent variables including human resources development, access to infrastructural factors, and environmental capability, which were all quantitative. The data were both quantitative and imagery, collected by the library and document method. The ecological capability section was analyzed by Dr. Makhtoum’s multi-factor evaluation method. The criteria of the ecological capability were assigned with weights using the pairwise comparison technique of the analytic hierarchy process (AHP). Then, the criteria were integrated using the weighted linear combination method. Ultimately, the final fuzzy map was classified based on the mean and standard deviation (SD) of the value of its pixels in the ENVI5.1 software package. The aggregated index calculation method was employed to estimate other parameters including rural economic development, human resources development, and access to infrastructural factors. Eventually, the multivariate regression method was applied to explore the effect of independent variables on rural economic development. The software packages used in the research included SPSS and MS-excel for statistical analyses and the calculation of aggregated indices, Super Decisions for assigning weights to the environmental capability criteria by the pairwise comparison technique, ENVI5.1 for standardizing information layers of the criteria and categorizing land-uses based on the mean and SD of the pixel values, ArgGIS 10.1 for aggregating and preparing information layers, estimating the areas of each section, and producing the output maps, and SHAZAM for performing the regression analysis and testing the estimator hypotheses of ordinary least squares (OLS).

Discussion and Conclusion
According to the results, Isfahan County had the highest and Semirom County had the lowest rate of economic development in their rural areas. Naeen and Dehaqn Counties showed the highest and lowest levels of human resources development, respectively. The highest and lowest access to the infrastructural factors were related to the counties of Khomeynishahr and Semirom, respectively and Chadegan and Khour-va-Biabanak Counties had the highest and lowest ecological capabilities, respectively. A closer look at the results revealed that although some counties such as Chadegan, Bueen Miyandasht, and Semirom had high ecological potential; however, they were at the lowest level of the economic development of rural areas. In contrast, counties like Isfahan, Ardestan, Aran-va-Bidgol, and Naeen with weaker ecological capabilities were at higher levels of economic development in their rural areas.
Based on the analysis of the effect of variables on economic development with multivariate regression, the coefficient of determination (R2) was estimated at 0.806 for the model. The statistic shows that 80.6% of the variance in rural economic development is accounted for by three variables of ecological capability, human resources development, and infrastructural factors and 19.4% is related to other factors not included in the model. The results of the regression analysis show that the relative importance or effectiveness of the ecological capability is 0.23 whereas the relative importance of the access to infrastructural factors is 0.65 and the relative importance of the human resources development is 0.35. According to the results, rural economic development in Isfahan province is mainly affected by the variable of access to infrastructural factors and least affected by ecological capability. This is an unexpected result because the rural economy is based on ecological resources and capability since most of the people in the rural areas are employed in agriculture and related activities. Also, the results showed that the variances in the three independent variables are not consistent, reflecting the fact that the policies adopted by development planners have not distributed infrastructure endowments in accordance with environmental potential. If they were distributed proportionally, regions with higher environmental capability should have had more infrastructural facilities. Therefore, infrastructure development and credit distribution are influenced by factors other than environmental potential.
In general, if capabilities and facilities are considered for rural economic development, it will be possible to realize economic development in villages and achieve an optimal level of economic development in these areas. It is, therefore, necessary to adopt policies and strategies for rural development that are consistent with environmental potential.

Abstract

Introduction
Nowadays, much attention has been paid to discussions and concerns about environmental and land use changes. In such a situation, sustainable land use has become an important analytical-political issue. Land use is considered as an example of human effect on the environment. In developing countries, the issue of land use change is more important due to poor management and disruption of the political and economic structure. Land use change and land cover has become a complex process that involves different variables and factors at different social and spatial levels. The great and potential effect of land use change and land cover on the physical and social environment has created a motivation for research to understand land use change and its main causes and effects. The growth of the population of Rasht and the consequent need for more housing and construction, has led to the physical expansion of the city from various angles. In some cases, this problem has been solved in an unplanned way through land use change, both around cities and in peripheral rural settlements. On the other hand, the migration of some villagers to these rural areas and the lack of a specific authority and institution to control constructions, has caused physical development in an unbalanced way and without an integrated plan. It is clear that in this case, the land use of the agricultural lands of the village will change from agricultural to other uses, especially residential. Therefore, the researcher seeks to answer the following general question in this study: "How can these land use changes be organized in order to preserve land by identifying the factors affecting land use change?"

 Methodology
In terms of the method, this research is considered as a descriptive-analytical study. The statistical population of this study is the villages around Rasht City. In the present study, a researcher-made questionnaire was used for data collection. The questionnaire was designed after identifying the economic and social factors affecting agricultural land use change. In fact, in this questionnaire, the respondents were asked to evaluate the effect of each of the socio-economic factors on land use change in the form of Likert scale. This questionnaire was given to the respondents in the villages around the city of Rasht. Finally, 516 questionnaires were completed by the respondents. The data were analyzed by one-sample t-test and confirmatory factor analysis (CFA).

Discussion and conclusion
The factors affecting land use change on a regional scale were analyzed aiming to identify the mechanism of interaction simulation and predict the process of land use change. Land cover changes not only have a significant effect on the key parts of natural resources, but it has a close relationship with sustainable socio-economic issues. According to the results of the studies, human activities currently play a key role as a factor in land use change. Land use in an improper way can lead to some environmental issues. There is little knowledge on these issues and a brief understanding of the complex factors and processes that control land use change.
It's difficult to identify the factors affecting land use change and their prioritization. The present study investigated the socio-economic factors affecting land use changes in villages around Rasht using a questionnaire technique and based on the views of villagers. According to the results, economic factors are more important and effective on the research issue than social factors. Drought and water scarcity in agriculture created economic problems for farmers and prevented them from engaging in agricultural activities. The change of use from agriculture to residential and service activities has also occurred due to the decline in agricultural activities. Other relevant factors are lack of sufficient budget to purchase agricultural machinery, reduced income of the agricultural sector, lack of financial support in the production stages, the benefits of investing in land and housing, low prices of agricultural products and high prices of agricultural inputs. Social factors, on the other hand, are the pressure of children to sell land, the lack of interest of young people in agricultural activities, the belief in the unsuitable position of agricultural activities, the increase in the tourist population and the migration nature of villages

Abstract

Introduction
The development of geographical spaces requires real understanding and intelligent planning. Solving rural challenges, especially their economic issues, are a strategic step in the development of the space economy. South Khorasan Province is a geographical area in the east of the country that has significant capacities and capabilities for development. For example, the center of production of strategic products of barberry, saffron and jujube are produced in many villages; There is a competitive advantage of camel breeding in many cities of the province; there is the capacity to produce unique handicrafts such as the weaving of expensive fabrics (made of camel wool) exported to countries around the Persian Gulf, in addition to carpets, rugs and carpets; the capacity of pastures around the villages to produce medicinal and commercial plant species partially exported; there are many ecotourism attractions, desert tourism, ecotourism, agricultural tourism, cultural and ritual tourism, and food tourism in and around the villages. Also, in the villages of the province, there are various traditional cooperative systems (such as Traditional agricultural production (Tirkar) and modern (such as agricultural joint-stock companies, agricultural production cooperatives, rural development groups, and microcredit funds). Nevertheless, the low growth and backwardness in development compared to other provinces of the country is still a stigma. Therefore, in this study, after exploring the barriers to economic growth and development, a model of the impact pattern of these challenges in rural areas of South Khorasan was suggested.

Methodology
This research is an applied study and descriptive-analytical in terms of method. Data were collected through documentary research and informant and experts' (local and regional) opinions. Identifying and determining the weight of barriers to the growth of the space economy has been done by combining the brainstorming method and AHP hierarchical analysis. DEMATEL method was utilized to identify the pattern of relationships between dimensions (identified categories). Primary data were extracted from interviews with members of the Employment and Economic Development Council in the cities and provinces of South Khorasan. 

Discussion and conclusion
The Findings showed that 103 factors as obstacles to the growth of the space economy, especially in rural areas of South Khorasan Province. These barriers are divided into seven groups: "technical", "human and social", "institutional", "financial and commercial", "natural environment", "infrastructure" and "geographical (spatial)".
  • In the technical aspect, there are 27 key challenges facing the development of the space economy in the villages of South Khorasan, which, according to the informants, "lack of specialized and semi-skilled manpower to work in the rural economy sectors" is the main challenge;
  • The human-social dimension of known obstacles has 18 factors. Among these obstacles, the most important one is "the small entry of investors into the production sector and the low desire to develop production due to the fear of the sales market";
  • The most important institutional obstacles include "a large number of decision-making organizations and institutions for rural economy management" and "long and complicated administrative bureaucracy";
  • In financial and commercial obstacles, the most important element is "increasing the price of productive inputs of village economic activities";
  • The barriers of the natural environment dimension are ranked fifth. The most important obstacle from the natural environment is known as "unsuitable climatic conditions and continuous droughts";
  • In South Khorasan province, among the most important "infrastructural" obstacles are, respectively, "lack of places to supply products in the village environment", "limited access to ICT and Internet", and "lack of warehouse spaces for storing goods and products", "roads "Unfavorable access" and "extremely limited access to accommodation facilities and infrastructure" are mentioned;
  • In the geographical (spatial) dimension, the obstacles include, order, "far from densely populated centers", "far from the availability of major and attractive markets", "high dispersion of villages on the city level", and "geographical isolation of areas and some villages", "proximity to the desert" and "adjacent to international borders".
In terms of the impact of variables, barriers to the geographical dimension have had the greatest impact. Also, in terms of the extent of influence of variables, the technical dimension is the most influential. In terms of the "interaction with other identified dimensions" index, studies have confirmed that the factors of the human-social dimension were at the highest level of interaction with other dimensions. In terms of the cause and effect of known dimensions, the output of DEMATELmethod showed that the dimensions of the natural, geographical and institutional environment are "causal" and human-social, infrastructure, technical, financial and commercial dimensions are "disabled".
In South Khorasan, the variety of challenges and obstacles to the growth and development of the rural economy is great, although the weight of the impact of challenging factors depends on the geographical location. In addition, the "thematic" and "spatial" extent of barriers to rural economic growth and development, which have a deteriorated effect on each other, has weakened the economic ability of villages.

Abstract

 Introduction
Proper land use requires knowledge of environmental power, and then knowledge about environmental capacity in management and economic planning, along with their protection, will bring economic growth and development. Therefore, there is a close and undeniable connection between the environmental capacity of an area and its function. The assessment of environmental capacity is based on the indicators appropriate to the type of zoning and mathematical rules. It aims to adjust the land use according to the region's characteristics to promote economic goals and preserve the environment.
Climatic and natural conditions are essential factors in the production and determination of plant species, and land use depends on the quality of these factors. Parameters such as temperature, precipitation, and humidity are crucial for the growth and development of different trees, including the walnut tree. The walnut tree is deciduous, large and wide from the broad-leaved group belonging to the Juglandaceae family and the Juglans genus with 21 species. The quantitative and qualitative characteristics of the walnut tree, such as wood, bark, leaves, and kernels, make it possible to use it in various industries such as soap making, paper making, wood and furniture industry, oil wells, oil extraction, pharmaceuticals, medicine, and dyeing, nutrition, purification of heavy metals from water and cleaning of soft metals, bulking of adhesives, with commercial and economic purposes. Therefore, the planting of this type of plant in susceptible rural areas, according to the 20-year vision document, in which special attention is paid to non-oil exports, including agricultural products, its export improves foreign exchange earnings and the economic growth of the villages. Therefore, considering the forestry value (wood value) and the edible seeds, the creation of uniform orchards of walnut trees requires the assessment of the capability of the regions according to the environmental components. 

 Methodology
The research method is based on the objectives of applied research and is descriptive-analytical. In this research, the desired data was collected from the organizations and scientific centers of the Ardabil province from 2007 to 2020. Then, after collecting and sorting, digitization was done, and finally, the layers were combined with the fuzzy coefficient operator model. Furthermore, the final map was obtained in 4 categories: desirable, suitable, relatively suitable and unsuitable in the GIS environment.

Discussion and conclusion
Even though the high sensitivity of the walnut tree to maximum wind speed and temperature thresholds (during the growth period and at the time of fruit ripening), the temperature is not considered a limiting factor for the planting of walnut trees in the province villages. The study of the average relative humidity of the air indicates that except for the villages of Pars-Abad and Bileh-Swar, Ardabil, the rest of the places are favorable and ideal for the growth of walnut trees. The investigation of the rainfall situation in Ardabil Province showed that the experts should supervise the planting of walnut due to the inappropriate amount of rainfall in Sarein, Nemin, Pars-Abad, and Ardabil.
Gardening at heights above and below sea level, such as Sablan, Talesh, Ghoshe-dagh, Bezghosh, Ag-dagh and Jalga Maghan mountains in Ardabil province, is a limiting factor in the planting of walnut trees. When planting at altitudes lower than 1500 meters above sea level, it is better to use species such as Chandler and Howard. For altitudes higher than 1500 meters above sea level, it is better to use Fernor species. The slope is not a limiting factor for the planting of walnut in the villages of this province, except in parts of Meshkinshahr, Ardabil, Khalkhal and Kausar. The final zoning map indicated that the areas with almost mild winters and dry summers, annual rainfall, relative humidity and moderate to good wind speed had a high potential for planting walnut orchards. According to the final map, of 17,824.6 square kilometers of ​​Ardabil province, 7,773 square kilometers are favorable areas (43.60 percent), 4,681.6 square kilometers are suitable (26.28 percent), 4,809.3 square kilometers are relatively suitable (26.98 percent), and 560.7 square kilometers are unsuitable (3.14 percent). Regarding geographic location, the ideal and favorable lands for walnut planting include the northern, central and eastern parts of the province, which includes 43% of the province.
