Abstract

Introduction
Nowadays, most experts in rural development field agree that reaching to sustainable development is not impossible without all people’s Participation and undoubtedly, the process of development will be facilitated, with more speed and less expenditure. Meanwhile, the historical experience of our country emphasizes on utilizing top-down strategies for development, it shows its failure on the process of rural development. Therefore, based on this experience and increasing overall knowledge and scientific knowledge, it is necessary for the society to pay attention to rural development which is dominated by people’s Participation and this Participation should be the priority for plans and measures.
Spontaneous and endogenous development indicated that in all stages and in different circumstances, development is based on Participation of local people for mobilization of resources and institutionalizing local Participation with emphasis on empowerment and capacity building. People’s Participation causes them not to feel alienated with plans and new elements; this makes them to be engaged throughout the planning process and after that in implementation and maintenance of the plans; they feel that the plan and the product belong to them and they cooperate greatly to maintain it and make it dynamic. People’s Participation in local planning may lead to decentralization and it can reduce the limitations of top-down planning.
So, these plans and all the expenditures in these villages should result in development, if villagers wants and needs are recognized and they are engaged in villages' affairs; because, on one hand, villagers Participation leads to empowerment of institutions and social organizations in the village so that they facilitate development process, and on the other hand, it leads to usage of capabilities and talents of villages for national development, the sustainability of population and decrease of regional inequalities. Khoshke-bijar district is located in north-east part of Rasht County; in recent years, many construction plans and projects were prepared and implemented in these villages such as preparing and implementing guide plans, equipping and modernization of agricultural lands, gas delivery plans, purified water delivery system, and so on. According to this, the present study aims to answer this fundamental question that how much influence does people's Participation have on the development of villages in Khoshke-bijar district?
Methodology
Regarding its objective, this is a practical study and a descriptive-analytical one according to its methodology. For studying and recognizing the status quo, descriptive method, and for statistical analyzing in the case of rural services and population, analytical method has been used. Therefore, theoretical and conceptual framework of the study and geographical and demographic features of the study were collected by documentary method and determining the ways that people engage in different areas had been done through field study. Statistical population includes villages of Khoshke-bijar district in Rasht County that have been selected in four categories: small villages, medium size villages, big villages and parts that are a combination of village and town. Study sample is determined 400 villagers, according to Morgan Standard Table that is distributed and completed by using random-quota sampling method in the studied area. Questionaries' validity is determined by experts' comments and those who have expertise in rural planning and its reliability is determined by Cronbach's Coefficient Alfa (0.81). For data analysis in this study some tests have been used including Wilcoxon Test, Spearman Correlation Test, and Kruskal Wallis Test.
Discussion and conclusion
Participation objective is generally defined as voluntarily participation of people in development plans in all stages- including goal setting, decision making, implementation, maintenance and evaluation. People's Participation can be recognized as a process through that poor and disadvantaged people can be organized and by this organizing they could try development efforts. If all villagers could be directed toward field creation and optimal organization, this filed and organization turn to be an instrument for expressing their wants, through that they could achieve their rational wants.
Villagers' Participation in Khoshe-bijar district will be on its maximum level, and can have impact on rural development, if all cited obstacles are removed. It is obvious that removing the existing economic problems in Khoshke-bijar district is not possible without focusing on social, cultural and political problems and when villages lack a desirable level of culture and social attitude, it will be impossible to expect them understand new methods of economic development and take the risk of them. Finally, it can be said that in Khoshke-bijar villages, despite of many different problems and obstacles in the way of Participation and using that for rural development, villagers' desire to engage in affairs and their presence in many development plans can be helpful and it clarifies the necessity of planning for this important matter.
The results show that the desire for intellectual, and physical Participation among villagers is in a desirable level. By increasing the economic power of the villagers in Khoshke-bijar district which is possible through their own Participation, we can expect that the level of Participation in plans and projects for rural development increase too. There is no doubt that Participation motivation among villagers depends on using cultural actions and giving awareness to them that are the top priorities. Because the level of Participation and cooperation among villages are at a high level in many villages of the developed countries in the world and they strongly believe in team work activities, the level of Participation is in a desirable level and villages are more developed too, due to widespread acculturation and internalization among rural people. It is obvious that when people of the studied area are aware of the advantages and effective results of cooperative works and they know more about the results of Participation for sustainable profits and interests, their motivation for Participation will increase.

Abstract

Introduction
For decades, various programs have been designed and implemented to create food security, but the number of people suffering from food insecurity is increasing. This is the situation in rural areas of developing countries. In fact, ensuring the country's food security is one of the important pillars of the independence of developing countries. At present, agricultural products comprise an important part of the country's food need. Creating a security margin in meeting the country's food need through agricultural products requires attention to short-term demand in the current situation and long-term food demand in the coming years, and hence planning to meet the country's demand in both of the situation. Agriculture plays a key role in ensuring food security and plays a pivotal role in economic growth and rural development through the provision of demanded food and job opportunities. Wheat as one of the most important agricultural products has long been considered by humans. Among cereals used by humans, this product has a special place due to the wide adaptation of cultivation to different climatic conditions, ease of cultivation, capability of long time storage, cheapness, high nutritional value and usability in various forms. It has a long history of cultivation in different parts of the world in order to produce seeds for bread, animal feed and industrial purposes. Similarly, wheat accounts for more than 20 percent of the food expenditure of Iranian households, and wheat products provide about 40 percent of the calories and about 50 percent of the daily protein need of each person. According to the FAO, wheat accounts for about 30 percent of the world's grain production. In fact, the waste of valuable natural resources is one of the most important issues in today's society, which is mainly due to irrational consumption, irresponsibility, carelessness, disbelief and ignorance of actors involved in the processes of production, distribution and consumption of rare resources. For this reason, the issue of sustainability of the wheat production system to feed the current generation from existing sources, so that not jeopardizing the nutrition of future generations is one of the important issues of the present time. Furthermore, self-sufficiency in the production of agricultural products in the current world and food security in the country is essential. In this regard, especially the reduction of waste of strategic crops such as wheat is one of the important factors in increasing production and reducing imports. Now, according to the current demand and also with the trend of predicting population growth in the future and the importance of self-sufficiency of communities, the total production of crops, especially cereals should be increased with new methods, because the need for food grains to meet growing and unstable demand is a big challenge, especially in developing countries.
 
Research Methodology
In terms of purpose, the present study is applied and in terms of methodology is descriptive-analytical. A survey was utilized to collect the data in which the factors affecting wheat waste from the perspective of farmers have been identified. The research data collection tool is based on a researcher-made questionnaire that has been done after extracting research indicators and variables based on theoretical foundations and studies. The validity of the questionnaire was confirmed based on the collective opinion of the professors of the Department of Agricultural Management and Development, University of Tehran and experts of the Ministry of Agriculture Jahad of Shush County. Cronbach's alpha test was used to measure the reliability, which was 0.85. This showed the reliability of the acceptable data for analysis. The statistical population consisted of 1230 farmers in Shush County. Sampling was done in a multi-stage manner so that one rural district was randomly selected from each part of the county and then 3 villages were selected from each of these rural districts. In the final stage, among the wheat farmers of the selected villages, the final samples were randomly selected based on the sample size estimated by Cochran's formula. In this study, in order to determine the sample size, first 20 questionnaires were distributed among the community members for pre-test and after a preliminary review and completion of the questionnaires, using Cochran's formula, the sample size was determined to be 214 people. 220 people were statistically analyzed to ensure the completion of the questionnaire and to prevent a decrease in the sample.

Discussion and conclusion
Exploratory factor analysis was used to identify ways to improve the reduction of producers' waste. Based on the results, it was found that the components affecting wheat waste in Shush County could be classified into six groups, respectively,1) The situation of cultivation and consumption of the inputs (amount of fertilizers used, field density, use of animal manures, type of previous cultivation, land area) 2) Lack of attention to education and extension (lack of promoters and technical staff in the region, low farmer experience, lack of participation in training-extension classes, the presence of weeds on the farm, lack of familiarity with the irrigation process, lack of farmer supervision) 3) Lack of technical examination and unsuitable land utilization (harvest time, grain moisture, timely harvest, type of land (in terms of flatness), unsuitable climatic conditions, germination before harvest) 4) Lack of attention to the development and organization of harvesting fleets and the motivation of combine harvester owners (lack of punctual access to combine harvester, worn combine harvester, low skill of combine harvester driver, lack of technical inspection of combine harvester, combine model) 5) Farmers' technical knowledge (delay in planting time, planting method, seed mixing) 6) Management weakness in planting and maintenance stages (type of wheat cultivar, presence of disease and pest on the field), In total, 62.26% of the variable changes express strategies to reduce wheat waste. If these six factors are considered in different planning, the level of waste will be significantly reduced.

Abstract

Introduction
Agriculture is central to the economy of Kurdistan Province and plays an essential role both in the economic and political dynamism of this province. Assessing the feasibility of lands to cultivate and promote new crops is a strategic priority which increases the welfare of rural residents and optimizes resource consumption. Therefore, appropriate and optimal land use for agricultural purposes require careful evaluation of these resources as well as a meticulous investigation of climatic agricultural zoning for these lands. Climatic agricultural zoning is a set of conditions that provides the economic possibility of cultivation of each plant according to the climatic conditions in that region. Some reasons such as villagers’ economic poverty and recent droughts, the need to promote crops with low water consumption, as well as the area similarities in climatic conditions with other saffron provider areas in the country justify the development and promotion of such crops in this region. It is expected that expansion of such crops will strength the economic and social foundations of the people in the future. Saffron as the most expensive agricultural and medicinal product in the world due to its drought resistance, low water consumption, high maintenance, and the effects of employment and high income generation can play a vital role in rural development of the province.
 
Methodology
This research is applied in terms of purpose and based on a descriptive-analytical research design. First, the layers were obtained from organizations and scientific centers in the region. Next, different weighting and analysis steps were performed for each of these layers. Climate, geomorphology and soil layers were used in this research. Each of these criteria is based on the necessary conditions for saffron cultivation as well as scientific sources and the opinion of experts.  Statistics and information were obtained from the Meteorological Organization of Kurdistan Province in order to prepare the climate maps of the study.  Also, UTM system was used as a basic coordinate system for the research to integrate the maps. After and before applying weights, the consistency of the comparisons should be ensured and the compatibility rate and rank should be calculated.
Maps with a pixel size of 50-50 meters are selected. The standard maps are classified according to AHP method and aim, in which the elements of each level are compared and weighed in pairs. In this study, a 9 9 matrix has been used to compare and weigh the elements. For the next stage, according to experts, 9 layers were used to weight. At the third stage, a 5 5 matrix was prepared which indicates the ability of saffron cultivation in the region. Paired comparisons are between rows and columns and a rating scale from 1 to 9 is a typical way for evaluation.  Finally, the valuation and weighting matrices were determined according to the ten criteria of the study. The sum of relative weights for the criteria will be one in the last column. After that, the obtained weights were multiplied in the map layers in Arc GIS 9.3 software, and then by overlay operation the scores of all the map layers were added together. Ultimately, the final map of the total scores was prepared which shows the zoning areas feasible to cultivate saffron in Kurdistan Province. Five categories of this map are very good, good, average, weak and unsuitable. 
 
Discussion and conclusion
The prosperity of the rural economy improves the living conditions of the villagers by preserving and promoting their human dignity. Recent droughts, Optimal use of natural resources, as well as the area similarities in climatic conditions with other saffron provider areas in the country justify this study, which is the feasibility of this crop in Kurdistan Province. Saffron as the most expensive agricultural product on the planet can be a good source of income for the poor rural population. Findings indicate that Kurdistan Province has the ability and potential of saffron cultivation. Therefore, the promotion of this cultivation is recommended for the economic development of rural areas in Kurdistan Province.
The final map, which shows the areas for saffron cultivation in the region, is obtained in five categories: very good, good, medium, poor and unsuitable. More than 4538.8 square kilometers, in other words about 16.21% of the area for saffron cultivation is in the class of very good or in fact very suitable and without any restrictions area.  In terms of geographical location, the green color area is illustrated in the eastern, northeastern and southern parts of Kurdistan Province, or in the counties of Qorveh, Dehgolan, Bijar and Kamyaran and a few spots in Marivan, Baneh and Saqqez. This zone is suitable and in compliance for the south of Korani District, east of central part and north of Chang Almas District in Bijar County, for Serish Abad District in Qorveh County, for Central District in Dehgolan County, and for Central District in Kamyaran County.  Good areas include 5404 square kilometers, in other words 19.30% of the province, which contains the most of the north of Sanandaj and north of Saqqez Counties.  Also, the other three classes, medium, weak and unsuitable classes, cover 31.71, 19.36 and 13.42% of the area, respectively. This is more in line with the western, southwestern and northwestern regions of Kurdistan Province. The expansion and popularity of this product is recommended due to the climatic and natural conditions of Kurdistan Province.

Abstract

Introduction
 According to the United Nations, women make up 49% of the rural population and 65% of agricultural activities; The rate of this participation in the agricultural sector of Iran is 60%. The Food and Agriculture Organization (FAO) reported in 2010 that with the increase in male migration, the role of women in agriculture has increased and women have found a key role in food production to support the family; About 50% of the world's food production is produced by women. Due to the prevalence of coronary heart disease and the increasing need of communities for healthy and accessible food, the importance of women's activities in the agricultural sector, whose first and most important role is to ensure food security of communities, has doubled. The rapid spread of the disease and the lack of an accurate timeline for how long the disease will last or when the virus can be controlled have raised many international concerns. The FAO (2020) report states that the full effects of coronary heart disease (Covid-19) on food security and food and agricultural systems are still becoming apparent, and that its prevalence could have significant negative effects on all those involved throughout the world. Have a food supply chain. Therefore, the epidemic caused by the Corona virus has had a significant impact on agriculture, and most of this impact has been on the vulnerable population of farmers. In addition to the decisive role in food production, rural women with sufficient knowledge and experience in various agricultural activities. They have also played a role in activities such as food processing, household chores, and trade in the handicraft market, and are among the most important pillars of maintaining economic prosperity and achieving a sustainable rural community. Women in all sectors, including agriculture, like other economic sectors of society, follow in the footsteps of men, to maintain the dynamic life of social structures and to promote the effective functions of production-service processes, and to provide a significant share of the labor force. Self-allocate. However, since the cultural values ​​that govern the village consider all women's activities as a natural thing and part of their daily duties, as a result, despite all their efforts, their activities in the agricultural sector Is ignored. However, without the active participation of women, the rural economy and its households will undoubtedly face new challenges if they do not face closure, and achieving sustainable development goals will not be possible without their participation.

Research Methods
The present study is considered as an applied research according to the research objectives and results. According to the method of data collection and implementation method, the research is a descriptive correlation with the survey strategy. In order to express the reasons for changes in social phenomena, in terms of numerical analysis of data, little research has been done. The statistical population in this study is women farmers in Delfan city. The sample size was calculated using Cochran's formula of 200 samples and stratified sampling. Based on this, first 5 villages were randomly selected from 10 villages of the statistical population, then 19 villages were randomly selected from the selected villages to fill in the questionnaire. The statistical sample size of this study includes 200 women farmers. In order to collect information about the opinions of women farmers about the factors affecting agricultural activities in this study, two methods of documentary study (library) and survey have been used. To collect information by referring to books, documents and scientific articles, valid statistics of organizations and institutions related to the library method. According to the main objectives and questions of the research, the required information has been collected using a questionnaire.

Discussion and conclusion
 From the first stages of agriculture, women have been very active in agriculture, especially in rural areas of Iran, which is the predominant form of family exploitation. According to the results obtained in the study population, the majority of exploiters (81%) are in the same way. The activities of women in the agricultural sector of Delfan city are very diverse, including these activities such as plant cultivation, harvesting, weeding, harvesting, pruning trees, threshing and cleaning And measuring the crop as well as giving forage and animal care, on the other hand, according to the custom and culture of rural society, women do not appear outside the farm and more to produce products and products from agriculture and They take care of domestic animals. The participation of women in developing countries is higher than other countries due to the lack of mechanized farms and lack of access to some agricultural equipment. However, in some areas the working time for women is less than the working time for men. Given the above and the major role of women farmers in agricultural and livestock production, it is necessary to pay sufficient attention to their use and access to development resources and to identify the main and effective factors in this regard and to address the problem and knots. And provide the necessary support to women farmers to be more active in the agricultural sector, because with more and more women in the agricultural sector, in addition to creating food security, this will also lead to economic growth and also improve livelihoods. Abstract

 Introduction
Increasing dependence on official knowledge of imported technologies and lack of attention to local knowledge and skills have caused a lack of success in improving the situation of rural society and the failure of development programs in villages. Looking at rural development and adopted strategies shows that a systematic and integrated approach must be included in most views and methods. Therefore, in this regard, we are taking a step in the direction of economic development by taking into account the spatial and temporal conditions of the village, using local knowledge to increase agricultural productivity, provide basic needs, protect natural areas, increase the population in the village to achieve the process of economic stability. In this regard, achieving economic sustainability requires a change of perspective and attitude toward indigenous knowledge and giving importance to it because the knowledge that villagers have acquired through practical experience of agriculture, animal husbandry, etc., is qualitatively different from the knowledge obtained from the official tests of researchers and experts. Being local is considered a basis for a scientific, efficient and successful foundation in achieving economic stability. Farmahin Farahan region has emerged from the union of two villages, Farmahin and Shahabadi, where most of the population is farmers and herders. Therefore, this region has a good background in using local knowledge in agriculture, animal husbandry, handicrafts, etc. However, the mentioned process has decreased in recent years with the replacement of new knowledge and related technologies. In this regard, the current research seeks to find out whether indigenous knowledge is effective in the economic sustainability of Farmahin Farahan. This paper, with the approach of economic sustainability, based on the development of local knowledge, has tried to study the visible and hidden layers of local knowledge in the Farmahin rural area and acknowledge that if we distance ourselves from the traditional rural knowledge and approach and use new ways of decision-making and planning methods, Farmahin Farahan region will move towards economic instability.

 Methodology
The current research, in terms of its purpose, is applied and has an analytical nature, and in terms of its method, it is in the quantitative research group. SPSS software and integrated models (FKOPRAS+FSORA) were used for data analysis. The statistical population of the research includes two groups (rural residents and knowledgeable and informed people), which was determined based on a random sampling of 200 people (village residents of Farmahin), and also based on a targeted sampling of 20 people. First, the knowledgeable and informed (village council members and rural mayors) were determined.

Discussion and conclusion
The results showed that among the components of indigenous knowledge, only the components of capabilities and people's knowledge, with an average value of 3.38 and 3.01, with an average value higher than the average number (3), are favorable for evaluation. In other components, including participation with an average value of 1.58, life promotion with an average value of 2.45, monitoring with an average value of 2.62, social with an average value of 2.02, economic with an average value of 2.16, low It is more than the average number (3). As a result, these components are not in a favorable condition. Also, the results showed that the level of economic stability in Farmahin with the average value obtained (lower than the average number of 3), with a significance level of 0.000, has been evaluated as low and unfavorable, in this regard, despite the average lower than average levels in the components of local knowledge and sustainability, this local knowledge has had a significant impact on the economic stability of the rural area of ​​Farmahin, which, if strengthened and motivated to utilize and combine it with modern knowledge, can to have a greater impact on the economic development of the region, So that according to the obtained results, the contribution of the participation component in predicting positive changes of the economic stability variable was higher than other local knowledge components, and also the people's knowledge component has the most direct effects on the economic stability of this region. Also, the results showed that, among the economic indicators, employment and income, with a score of 70.14, have the highest impact on indigenous knowledge in Farmahin. Finally, the results of the research are in agreement with the studies of Alayei and Karimian (2013), that in rural development with emphasis on local knowledge, the role and place of participation of villagers have not been considered, and with the study of Bazarafshan et al. (2015). It is consistent with the fact that there is a meaningful relationship between indigenous knowledge and sustainable economic development. However, it does not agree with the study of Sadeghlou and Azizi Demirchilo (2014), stating that indigenous knowledge has little effect on the components of economic development.
