Abstract

At present, agriculture is being considered as a major economic activity in Iranian rural settlments. It provides essential needs of the settlers, creates job opportunities, increases revenue as well as plays a prominent role regarding the peasant household’s economy. However, agriculture by itself is not capabale in reponsding to household livelihood. That is, there exists a need for complementary source of income such as fuel wood production units. The major objective of this study is to investigate the process of forming these producton units and to investigate their existance in Seemacan Fars. The research method is based on analytical – descriptivemethod. This is followed by filling questionnaire by village councils pertaining to 40 villages as well as 249 rural households. This study suggests that emergence of this type of complementary economic unites dated back to 1370. It speeds up in 1380. The majority of these production unites are located in pole be payee and Koshksar, moheet Ab and Ab shoykh. Economically speaking the income of each rural household is 2.5 times of regular, non dependent householdes to this source. Furthermore, there exists a significant relationships between unemployment (r=0.274) and per-capita agriculture land (r=-0.224). It is further suggested that there is a significant correlation between household’s economic status and p revalenceof these production units. The packaging factory and corresponding ::::union:::: and Insurance are highly recommended.

Abstract

The major objective of this paper is to identify and determine the factors responsible for increase in rural incomes and job offers in Gilan province. The research method is based on descriptive-analytical as well as applied approach. Statistical society composed of rural settlers in Gilan. At the beginning of process ٤٥ villages were extracted using stratified sampling technique for extracting ٣٨٠ farmers. ٧٤ variables were used as main factors responsible for farmer’s income and jobs. This demands application of linear regression model. Principle component analysis led to identification of five factors including economic, social, managerial physical and geographical ones. These were capable of explaining ٦١.٠٨ % of the variation. According to linear regression analysis out of ٧٤ dependent variables, ١٣ have high correlation. It is argued that fix price crop policy, the provision of technical improvement, government employment initiatives variables with regression coefficient of ٠.٣٩٤, ٠.٢٧٢ and ٠.٢٣٩ respectively are the most important variables in this regard. It further suggests that a managerial factor is the most influential ones regarding increase in income and employment.

Abstract

Industry is being considered as major economic element in any area. This in turn, is associated with prominent economic variables including production, employment and investment. It performs considerable role regarding environmental and social changes. More specifically, rural industries are responsible for provision of job-opportunities, prevention of rural-urban migrations, increase in economic productivity level, economic variation, and decentralization, and resource optimization. This means that rural industries are the major indicator of development level. It is argued that the assessment of rural industrial functions and consequences could assist the planners regarding the achievement of industrial sustainability in rural area. The major objective of this study is to assess and explain the rural industrial function taking into consideration sustainable development approach in Saein Ghaleh district located in Abhar. The nature of this study represents applied character. The research method is based on descriptiveanalytical one. It follows by field work and documentation survey. The sampling size using Cochran’s formula determined to be 104 households. This study suggests that there exist significant influences regarding rural industries and their corresponding economic, social, cultural and physical dimensions. Relative impacts of the industries upon rural development show high score regarding economic and environmental dimensions as opposed to physical dimension. Multiple regression analysis represents that economic dimension possess the highest score and value. Prioritizing of the rural area using victor model show that Chergar village possesses the highest score as opposed to SarveJahan.

Abstract

 Introduction:
The employment problem and the manpower in general, is a matter of great importance in economic issues. In the economy of Iran, employment is one of the main concerns of the economic policy makers. The analysis of the employment situations and its structure all over the country requires at thorough knowledge of the capacities and potential power of the regions and its combination in the areas, for an equal and balanced planning and employment in every region and areas. In order to plan and achieve the rural economic development, population is most important and even the main factor to consider, because the quantitative and qualitative changes in population has significant effects on this procedure and furthermore one of the most important issues about the population which should be considered is the employment for the provision of manpower employment can be so effective towards achievement of every countries’ development, thus the employment issue is a key and strategic issue in every economic society. Employment is the factor that gets all the mental and physical abilities of man to be applied that result in relaxation and obedience between people due to the disappearance of unemployment, preventing the migration, the use and development of exceptional talents and rise in the national gross income. The villages of the country having a lot of active force which can play an important role in the economic development, studying the spatial distribution of employment in the rural regions and planning based on that can be a way of economic development of the villages and results in the economic prosperity of the country. Since the economic activities (agriculture, industry, services) in general, and particularly the resources and facilities, have an undesirable concentration from the spatial distribution aspect, in Iran, every region requires especial programs according to its characteristics, in this regard we should identify the situation of different regions based on the suitable scientific methods, before any actions. Therefore, this paper is developed to evaluate the employment status of the major departments and groups of activity and their spatial distribution in the country. To this aim, basic parts which were exporting their workforce are identified divided into counties, using the locative quotient (LQ) index.
Research method:
The purpose of this study was to understand the conditions of the regions and the major groups of economic activity (agriculture, industry and services) in the rural parts of the country. The statistical sample for this study includes 394 counties which statistics were gathered during the 2011 general census of people and housing. Using the locative quotient (LQ), the basic areas or the exporters of the working force were identified in the country and the state, and the GIS software has been used to prepare the map of major activity groups.
Discussion and conclusion:
The results show that in agriculture, 55% of the counties of the country (215 counties) belong to the basic and the workforce exporting regions that mainly are in the West, North West and South East of the country. Since the suitable climate and soil in these regions, we can see most employment in the agricultural part in a way that they can send agricultural workforce to other regions. These regions have also an important role in the national economic development and by guiding the investments towards their agricultural part; we can help it to be more efficient in the economy of the country. In the industrial part, 26% of the counties of the country (103counties) are more than one which can be counted as basic and workforce exporting regions and are mainly is located in the states of Tehran, Mazandaran, Qom, Qazvin and the central and south parts of the country. These states have the potential to send industrial workforce to other regions, and because of the proximity to the capital, the existence of agricultural transformative industries and in some regions possession of the mines, these states have the most industrial employment in the country. These areas have a great part in the economy of the country and by financing this part and creation of employment opportunities and industrialization of the villages, their industry will prosper, that results in an industrial growth in the national economy. In the services part, 49 percent of the counties of the country (195 counties) have a locative quotient greater than one and are categorized as workforce exporter regions that are mainly located in the central, east north, west north and the south parts of the country. The reasons for the tendency of these areas of service activities include proximity to the borders and unsuitable natural conditions in some regions.

Abstract

Introduction:
Many scholars believe that the creation of job opportunities is being considered as an important prerequisite for development and growth namely in developing countries. Lack of attention to this make societies step in eroding phase rather than thriving one. This in turn will lead to expansion of poverty. It is argued that achievement of sustainable development could be done through creation of employment in different sectors more specifically industrial and service ones. Based on corresponding statistics Javanrood with unemployment rate of 42.8%, 49.3% and 46.9% in 1375, 1385 and 1390 respectively rank the highest compared with 14 cities located in Kermanshah. This study aims to identify deprived rural areas using combination of different criteria and yardsticks. The authors believe that taking into consideration economic, social and environmental capabilities of the study area; one could propose an appropriate and applied strategy with regard to employment.
Research method:
This study based on its nature and objectives possesses applied, descriptive and analytical characters. It deals with documentary as well as survey technique regarding data gathering. The study area is basically composed of 89 villages out of which 57 over 20 households were studied. At first, these villages were prioritized based on chosen indicators and yardsticks corresponding to employment, using TOPSIS technique. Weighing of seven indicators was done by Shannon entropy based on data reference computation. Second phase followed by clustering and grouping the villages into different levels from prosperous to very deprived ones. Clustering analysis and TOPSIS technique led to creation of four groups. Identification of villages based on the level of deprivation and consideration of their capabilities demand preparation of expert questionnaire. This was based on liker five spectrum with level very high (5), high (4), medium (3), low (2) and very low (1). As such 30 questionnaires were compiled. SWOT was applied for proposing appropriate strategy regarding creation of employment in deprived villages.
Discussion and Concluding:
Provision of appropriate job opportunities in accordance with active population’s interests and potentials is being considered as the prime element and component of development. However, many of this active group did not get a chance to have any job or appropriate one. There exists noticeable difference in terms of unemployment rate in the regions. According to the statistics ,Kermanshah ranks among top five in terms of unemployment rate between 1375 90 .Javanrood possesses the highest rate compared with 14 other cities in Kermanshah. This well justified the degree of discrimination level of Javanrood against job offers during past decades. This demands extra attention regarding employment status. This study suggests that there exist a drastic gap with respect to employment indicators among different villages. As such employment coefficient corresponding to Khil-Fataki-Kan village as the most prosperous village is 10 times bigger than Bita-shush village as the most deprived one. One could conclude that some of the villages compared with the others experience some degree of depravation in terms of employment. Based on clustering analysis, Chaman-zar Olya, Dehtout Sofla, Sarab Barhed Zanjir Olya, Guyleh, Chaman-zar Sofla, Bioleh, Kalash Hush, Kulese, Duleta, Ziran, Saroukhan, Kalash ghoo, Kani Gohar, Mazrae Kachal abad, Aliabad Kohne, Sarabs, Ghalaji, Bivand olya, Bivand Sofla, Mele rush, Zilan, Shurineh, Bani Lavan, Sarrood Sofla and Biashush are considered as very deprived villages in terms of employment coefficient. From job opportunities standpoint they are in critical stage. This study further suggests that despite of existence of 25 deprived villages, there exist some opportunities and strengths. These opportunities and strengths well override some existing threats and weaknesses. Based on SWOT analysis competitive – aggressive strategy (so) in which prime emphasis is on internal strengths as well as external threats would be considered as the most appropriate strategy regarding employment in deprived villages of Javanrood. In order to create Job opportunities taking into consideration geographic, economic, social and environmental conditions, the following suggestions are recommended:
- To maintain good relationship with Iraq as a prime destination for exporting food and livestock products.
- Expansion of border markets and makes them accessible for rural settlers.
- Developing ranching livestock activates in the region taking into account appropriate physical condition, ample water resources as well as rich pasture.
- The development of labor – oriented activities including processing and complementary industries and mining activates.
- Encouraging both private and government sectors to invest in rural areas more specifically those located next to border.
- Improvement of roads and routes conditions in order to increase the accessibility of rural settlers to border markets.

Abstract

Introduction
The idea of "ignoring economic labor" of rural women and their role in providing households' financial and non-financial resources is deeply ingrained in cultural fabric of our society that is hardly possible to change the notion of "men being sole breadwinners". The rate of women participation in the employment and labor market is much less than men. This is due to the presence of social, legal, and economic barriers and cultural and traditional restrictions. In Iran, the main activities of rural women can be summarized in three sectors; agriculture, rural industries and rural services. Currently, according to the information contained in the (2011-2012) 1390 Statistical Yearbook, 14987out of 37 958 people, as the population of 10 years and more in the County of Varzeghan, constitute the employed active population. It makes a portion of 13098 for rural areas. The share of female population employed in agriculture, forestry and fishing in the province has reported to be 26116 people within which the overall share of the total population of Varzeghan has been 8280.
Although rural women are not counted in agriculture sector, many women of the County are participating in this sector. While rural women try alongside men in agriculture, because of certain traditional beliefs and public imagination there are always barriers for rural women's participation in the labor market. Considering the importance of this issue, this article aims at answering the questions that "what is the main obstacle facing the employment of rural women in Varzeghan County?" and "What is the impact of other effective barriers on the employment?"
Methodology
We have used mixed method approaches in the article. Since the sequence of qualitative and quantitative research methods is known as one of the features of mixed research, we have used first the qualitative and then the quantitative ones. In the first stage, in order to identify different causal conditions, as factors affecting the low participation of rural women in the workforce, a qualitative method was used in which we have interviewed with literate women. Then, to achieve the desired result in the second stage, qualitative research findings were used in developing the questionnaire, whereas obtained quantitative data were used to provide a structural model. The questionnaires were completed by literate girls and women livelihood in rural district of Sina. Using Cochran formula, sample size was calculated to be 300 people, with the confidence interval of 0.95. A simple random sampling method was used and the questionnaires were formulated by a number of 15 closing questions that their options were assessed based on rating Likert scale. Its validity was estimated based on its formal validity and its reliability was calculated 0.919 by Cronbach's alpha which indicates that the questionnaires are highly reliable. Table 3 shows the output of SPSS software.
Discussion and conclusion
Considering the development of different societies and urban areas along with the development of rural societies, rural girls and women are no longer interested in participating in agricultural sector. Instead, they are getting to the employment of nonagricultural manufacturing jobs as well as government and service ones. Casual barriers affecting the employment of rural women in the area under study can be classified in four groups of individual, family, socio-cultural, and management-structural barriers. These are multiple-effect barriers which are related to each other. Being remote as a variable for villages and individual and family factors are of the highest importance. Given the casual barriers of the phenomenon, lifestyle changes are evident in the rural community.
The main reason of most villagers' migration is to find appropriate non-agricultural jobs. Among them, there are some migrant girls that not only have they achieve their goals of employment in urban communities but also there is not enough attraction in their ancestral home of insufficient facilities to make them return. Variables such as education, marital status and income level are commonly considered as intervening obstacles facing the employment of rural women. It is certain that changes in social customs, values and traditions as well as lifestyle changes can make rural women have less or no tendency to live in rural areas and move to cities. Changes in lifestyle, family system, and social customs and values are all strategies taken by rural community to minimize the effect of barriers affecting the employment of girls and women. Of course, these strategies have their special consequences. They may cause late marriage or the rise of average marriage age which are effective in the creation of social and moral corruption in the society.
Rural to urban migration can lead to economic poverty which is by itself one of the most important factors causing corruption in the society. Changes in social customs and values can also lead to reluctance to agricultural activities which is due to familiarity with urban life. A combination of factors like these cause inappropriate behaviors b rural girls and women.

Abstract

Introduction
Increase in unemployment rate, along with growing resource depletion, is one of the economic-cultural challenges of many developing countries, including Iran. These problems are more deep and complex in rural areas. In other words, our society has been suffering from a lack of production for many years, and consequently, a high unemployment rate in rural areas, which has led to an increase in the rate of migration from rural to urban areas. Thus, in order to provide mutual financial support to small and medium-sized businesses with the priority of creating employment in rural and less privileged areas, it was licensed as a non-governmental public institution. The fund, as a support leverage of public governance, provides financial support to skilled individuals, females heads of households, villagers, elites and entrepreneurs in the form of creating a market-oriented micro-business in the form of “synergistic networking” with strategies for attracting public participation through the creation and development of local micro-funds, the development of charitable partnerships and the use of the capacity and economic benefits of the country in the development of micro and household industries with the priority of rural areas.
How to finance and invest by public and private groups, individual or group borrowers will be important and fundamental issues that play a decisive role in the success of the operation of micro-financial institutions because credit limits and how to provide collateral by borrowers and finance the institutions is one of the issues that play an important role in the success of these institutions. The more these institutions have a well-codified and well-planned program to overcome these limitations, the higher their success rate. This leads to the growth and development of rural areas. Finally, sustainable development will be accompanied by an increase in investment, production, employment, income, reducing the unemployment rate, equitable distribution of income, and etc. For this reason, the role of financing micro, small, medium businesses in Omid Entrepreneurship Fund as an organization for providing financial services, and examining how it affects the investment functions of this sector is of great importance in the issue of creating employment in rural areas and preventing migration to cities. Therefore, this study seeks to ask whether the financial services of Omid Entrepreneurship Fund have a positive effect on investment and employment functions in rural areas?

Methodology
The present article is descriptive-analytical in terms of purpose, application method, and conducted with econometric method. Its statistical population includes all small and medium workshops located in urban and rural parts of the country, which had less than fifty employees at the time of sampling. Also, the required information and data have been extracted through the library and field methods. Data related to SME financing discussion have been extracted and used from Omid Entrepreneurship Fund statistics system, as well as data related to value-added variables, number of employees, annual and per capita service compensation costs, investment value, in addition to statistics related to the ICT section, the two-digit ISIC classification codes was collected from the Statistics Center of Iran. Adding to these, the price adjustment rate was provided from the Central Bank of the Islamic Republic of Iran. International Standard Classification of All Economic Activities (ISIC) consists of a coherent and uniform structure for the classification of economic activities based on a set of internationally agreed concepts, definitions, principles and rules of classification. This classification provides a comprehensive framework within which economic data can be collected and reported in a format designed for the purposes of economic analysis, decision-making, and policy-making. The classification structure provides a standard format for organizing detailed information about the state of a country's economy according to economic principles and awareness.

Discussion and conclusion
The value added of small and medium businesses has an upward trend from 2008 to 2014 and only in 2015 due to inflation and other fluctuations in the commodity market has decreased. In other words, it can be said that in all the study years, the value added trend has been an upward trend and only in the last year, due to the weakening of the power of small and medium enterprises, they have had a decreasing value added. Value added in 2008 started with 34.870 billion Rials and by 2014 has almost tripled to 92.292 billion Rials and decreased in 2015 to 84.913 billion Rials. The value of investment in small and medium enterprises, such as the value added of this sector, has increased until 2014, but has decreased in 2015. In fact, investment in small and medium enterprises in 2008 has increased from 6.421 billion Rials to 13.589 billion Rials in 2014, i.e., more than double the increase. but in 1394 this figure decreased to 11.336 billion Rials with a declining trend. One of the reasons for this is the effect of high inflation and reduced activity in small and medium enterprises due to the lack of profitability obtained from this type of economic activity. Given the results of the estimated models, it is concluded that the coefficients and parameters of the model, have a logical relationship with job creation in rural areas, despite being significant at an acceptable level. Thus, the variable coefficient of capital price has a negative relationship with employment in this sector. The price of capital, investment in this sector has increased, which leads to an increase in production, hence growth rural employment, which is a positive relationship for production or value added and labor wages in this sector. This will lead to increase in production or value added and labor wages, employment in villages.  As a matter of fact, the amount of employment elasticity in rural areas is 0.83% regarding production or value added, which means that with an increase of 1% value added, employment in this sector increases by 0.83%. This elasticity (elasticity of labor force employment) for compensation of labor force services and the price of capital is 0.15 and 0.07 percent, respectively. That is, in exchange for one percent increase in the compensating cost for labor services, employment increases by 0.15 percent, and in exchange for one percent reduction in interest rates, 0.07 percent employment increases.

Abstract

Introduction
Understanding the spatial distribution of job creation credits in rural areas of the country and planning based on is a way for the economic development of rural, which will result in the prosperity of the country's economy. Therefore, it is essential to know how the spatial distribution of rural employment credits in different areas for planning and informed intervention in this field. Furthermore, the study of the spatial distribution process of allocating job creation credits leads to identifying areas with poor performance in this regard. This recognition means that in the redistribution of capital resources, it is necessary to have a larger share of public payments to the weaker areas and changes in the spatial distribution of credit allocation activities to develop employment in these areas, in which case the comparative benefits of these areas increases and investors become more willing to invest in them. In this regard, determining the spatial distribution of credits and the process of job creation of sectors and major groups of economic activities and their spatial distribution in rural areas of Khorasan Razavi province is the purpose of this study. According to the above, the main goal of the research is to identify the privileged and underprivileged areas based on the distribution of credits related to employment to create a relative balance between different regions of the province. Despite being industrial and having employment opportunities, Khorasan Razavi province has many problems and anomalies regarding fair distribution. Interfering factors in the unequal spatial distribution of employment development facilities have led to increased migration flows, unbalanced economic facilities, spatial and welfare inequalities, and increased development gaps between rural areas. Therefore, learning the spatial distribution of job creation and distribution of credits is very important in providing spatial justice in distributing these indicators. Therefore, the main research question is the study of the spatial distribution of rural entrepreneurship credits in the rural areas of the cities of Khorasan Razavi province in 13 job fields?
 
Research Methods
The present study is descriptive-analytical, at the level of Khorasan Razavi province and by city. The required information is from the data of the General Department of Cooperatives, Labor and Social Welfare of Khorasan Razavi Province, which to register and receive loans for entrepreneurial credits in thirteen main fields of energy, recycling, product packaging, ecotourism, livestock and agriculture, clothing, health, Saffron and medicinal herbs, rural services, handicrafts, greenhouse products, tourism and ecotourism, and information technology. First, while examining the spatial distribution of rural entrepreneurship facilities and credits in different fields in the cities of Khorasan Razavi province in 1998, we used GIS software to show how the spatial distribution of employment loans in the province's cities. Next, using the MABAC method, the distribution of loans received by the villagers was ranked. Later, using the obtained data identified the most important areas of business paid grants in the province's cities. Then the amount of paid grants in each area and separately in the province's cities were determined.
 
Discussion and Conclusion
The concentration of economic factors in a region plays an essential role in the formation of regional inequalities. Regional balances in the distribution of job creation opportunities enable government officials to make favorable decisions for the productivity and development of regions, and this contributes to regional economic growth. Therefore, although the geographical distribution of regional employment facilities has been the focus of empirical and theoretical studies of some researchers, the existence of regional inequalities in economic functions, primarily regional employment conditions, is an important issue. It is always the concern of national and regional policymakers. The results of studies in each of the subdivisions of the distribution of job creations credits showed that the most credits allocated in each field in different cities are as follows: energy in Binaloud and Kalat, recycling, rural services, and clothing in Sabzevar, ‌ Packaging in Khalil Abad, ecotourism in Chenaran, livestock and agriculture in Quchan, health in Joghatay, saffron, medicinal herbs, and greenhouse products in Mashhad, handicrafts in Kalat, tourism and ecotourism in Torbat-e Jam, ‌and information technology in Zaveh. Based on the results of this research and the analysis performed in the MABAC model, the highest amount of loans and occupation facilities was allocated to Mashhad city with 9 billion and 610 million Tomans and the lowest to Davarzan with 655 million Tomans. Therefore, we can say that Mashhad city, as the center of the province and rural areas around this metro, has the possibility of doing more activities, so they have the largest amount of loans and credits received. These conditions indicate that there is inequality between the province's cities in terms of the amounts allocated in loans and credits. In addition, the results of previous studies such as Bakhtiari (2002), Misri Nejad and Turki (2004), and Barghi et al. (2011) show that economic and business variables are unequally distributed at the regional level. This form of distribution affects the incidence of regional inequalities. Accumulation of capital and financial resources leads to the growth of labor, employment, and foreign direct investment, creating a competitive market structure, improving human capital, creating institutional changes, improving infrastructure, increasing savings rates, initial productivity, and so on.

Abstract

Introduction
By expanding markets and diversifying products from the desired local product, "One Village, One Product" strategy, taking advantage of the region's potential in the competitive market.  Utilizing the "One Village, One Product" brand, as a global product, demonstrates pride in local culture as well as an effective economic strategy, which is intended for the development of rural areas. The present study aims to investigate the strategy of "One Village, One Product” in the development of local economy seeks to answer the question that what are the characteristics of the initial level of the strategy in Nahrmian Shazand village? What is the status of the factors affecting the strategy of"One Village, One Product” in the studied rural area?
 
Methodology
The statistical population of the study includes 5550 villagers and local officials of Nahrmian Rural District in the Zalian District of Shazand County. By multi-stage random sampling with proportional assignment of 160 people as the sample size were examined. 23 experts and officials of Omid Entrepreneurship Fund Organization in the study area were selected by purposeful and available sampling method to assess the importance of each feature of the study strategy. The research tool was a questionnaire whose validity (face and content) was confirmed by Omid Organization experts, rural development experts and faculty members in the field of geography and rural planning Kharazmi University its reliability was based on Cronbach's alpha statistics. Findings were reviewed at two levels of villagers and experts.
 
Discussion and conclusion
According to the results, the successful implementation of the initial level of "One Village, One Product” community participation, creativity, competitiveness, poverty reduction, reducing the economic gap and selling goods are effective. According to the villagers, the components of creativity, competitiveness and reducing the economic gap are in a better situation. Furthermore, the existence of small industries and workshops with an average of 23%, the use of new methods in production with 22.95%, investment in agriculture and rural industries with 22%, variety of jobs In the village with 21.6% and individual and group business with 20.95% are among the drivers of strategy in the village. Also, the components of selling goods, reducing poverty and community participation are inadequate conditions and processing and packaging of products with an average of 13.53%, cooperation with the government with 14.33%, self-confidence with 15.47%, people's efforts to reduce poverty with 15.71%, product brand with 15.91 %, Integration of land and support funds with 16.14% and rural markets and bazaars with 16.96%, according to the villagers in the implementation of the strategy of a village, a product and economic development of the studied rural area has the lowest importance and priority.  Also, using the Mann-Whitney U test and experts' opinion, the study village is only in terms of women's participation, use of new methods in product production, income status of villagers, support funds, government purchases, product sales to nearby markets. The existence of diverse occupations and reverse migration is a relatively favorable situation.  According to experts and executive officials of the strategy in the study area, the components of product creativity, product impact in reducing economic gap and competitiveness of the product are more important. Moreover, small rural workshops with an average of 26.65%, creativity with 24%, product quality with 23.8% Income of 23.78%, self-confidence with 22.66%, individual and group business with 22%, small industries and workshops with 21.73% and collective participation of villagers with 21.09% are necessary and important factors to advance the strategy.  
Therefore, along with research in the initial stage of the strategy, it is important to pay attention to nurturing people with a creativity. In terms of rural participation, there is a need for change in order to provide a basis for local participation, especially of educated, creative and entrepreneurial youth in order to implement "One Village, One Product”.  It is the locals who decide what to choose as their specialty and enhance it with original ideas and creativity. In terms of competitiveness structure, according to quality indicators, investment in rural and agricultural industries, the competitive advantage of the desired product brand should be developed locally and globally. It is suggested that in the strategy of "One Village, One Product” along with the support of regional development and the establishment of local entrepreneurship need to pay attention to economic development and economic justification of the product combined with social participation and local risk-taking, responsibility and accountability of the local people. In this regard, noticing micro-credit funds to facilitate access to rural resources has an important role in empowering villagers.

Abstract

 Introduction
Rural development goals cannot be limited to agricultural and economic growth, and economic and social development needs to be balanced for fair income distribution and rapid creation of benefits from high levels of living. As a result, local planners should know the strength and weaknesses of the local economy. In addition, local economic development planners should know the status of the development of activities in the region and whether their distribution has a competitive advantage.
In this study, we aim to determine the employment status of major sectors and activity groups in Iranian rural areas from 2011 to 2016 and examine the entry and exit of the workforce. So the research questions are:
Which sectors have had the most negative and positive impact on the change in share and place of employment among the different economic sectors?
What was the status of different economic sectors at the level of the country's provinces during 2011-2016?
Has the activity in the agricultural sector faced positive growth from 2011 to 2016?

 Methodology
This study used the change-share method to analyze the employment status of the main sectors and groups of economic activity in Iranian rural areas of the provinces from 2011 through 2016. Also, the spatial coefficient index was used for the labour force's entry and exit conditions. Is. The data used in this study is based on the statistics of the Iran Statistics Center. 

Discussion and conclusion
According to Keynes, the government should intervene in the economy to achieve full employment. There is a direct relationship between the level of employment and the amount of production, which is related to the effective demand. The distribution of employees shows a growth of 226,590 people between 2011 and 2016. In the share of employment, the agricultural sector has decreased by about 0.1%, the industry sector's share was 2.6% with negative growth, and the service sector share increased by about 2.7%, which shows that the service sector has a high growth compared to other sectors. Regarding the Keynesian economic balance in employment, policymakers should change monetary policies, such as reducing the bank interest rate, and the assets, such as real estate, by imposing taxes on depreciated properties. 
The research results show that the rural areas of 13 provinces in the Agriculture, Industry, and Services sectors had basic activities in 2015 in more than ten rural areas. Also, the relative growth of economic sectors in the whole reference economy or the effect of industrial composition (IS) shows that the share of employment in the agricultural sector decreased from 50.4% to 50.3%. In addition, the provinces of Khorasan Razavi, West Azerbaijan and Fars had the highest losses, and the province Alborz, Qom and Semnan had the least losses of employment in the agricultural sector. On the other hand, the least losses in the industry sector were in the provinces of East Azerbaijan, Khorasan Razavi and Fars, and the most employment losses were in Qom, Semnan and Ilam. The increase in service sector employment in Mazandaran, Fars and Tehran provinces was the highest, while Qom, South Khorasan and Semnan Provinces had the lowest increase.
South Khorasan province had the best performance in terms of service sector increase. For the agriculture sector, Hormozgan, Kerman and Khuzestan provinces and Hormozgan and Alborz provinces had good performances in the industry sector. This implies that with the increase in the productivity gap between the production and service sectors, the working population moves from the industry and agriculture sectors to the service sector. The main reason for the expansion of services is the growth of information technology because of its role in solving the unemployment problem and developing the country's economy.
According to the results, the agricultural and industrial sectors in the country's rural areas have no relative advantage in employment. The agricultural sector, considered a non-core activity in the rural areas of Khuzestan province in 2011, became a core activity in 2016. In Fars, it changed from a core activity to a non-core activity. The industry sector in Ilam, Bushehr and Lorestan provinces has changed from non-core to core activity and in Khuzestan province, from core to non-core activity. The service sector changed from a non-core activity in Sistan and Baluchistan, and Qazvin provinces to a core activity. However, in Hamedan province, it changed from a core activity to a non-core activity.

Abstract

Objective: This research is based on the identification, investigation and stratification of the effective components in rural self-employment in East Azarbaijan province and seeks to answer the following questions and objectives: What are the important components of self-employment in the villages of East Azarbaijan province? Each of the identified rural self-employment components, At what level are they located? What is the pattern or model of the relationships of the self-employed components of the villagers? And finally, what are the effective policies and decisions for the development and increase of rural self-employment.
Methods: The methodology of this research is descriptive-analytical, which qualitatively used structural-interpretive modeling (ISM) technique to stratify and determine the relationships of influential self-employment components in villages. The statistical population of this research includes 34 qualified people from university professors and senior managers at the level of East Azarbaijan province, who are experts in rural self-employment. Based on Warfield's theory in structural-interpretive modeling and expertise criterion based on two indicators of experience and education level too, 13 members of the research sample were considered as experts.
Results: The findings of this model showed that four components: suitable infrastructure, facilitation of regulations and administrative processes, culture and social relations, individual and educational spirit, are the basic factors in the eleven components of
.the self-employment development of the villagers of East Azarbaijan province
Conclusions: Creating infrastructures and providing suitable facilities in villages, delegating authority to provinces and decentralization in village planning, revising and revising restrictive laws and regulations related to rural employment, activating specialized. desks for rural economy and employment, providing skill training to self-employed volunteers in villages from Among them are the results and practical suggestions of the research.
